Highest support, fastest reconstruction in flood-hit areas

Storm No. 3 Yagi, with the strongest intensity in the past 30 years in the East Sea and the past 70 years on land, has left very serious consequences for people, property, livelihoods and psychology.

Amidst the days of continuous storms and floods, the entire political system and the entire population turned to the affected people with the spirit of "focusing on providing the highest, fastest, and most timely support" in both material and spiritual terms.

And now, the spirit of "fastest reconstruction" is being urgently deployed in areas devastated by storms and floods.

Typhoon No. 3 Yagi and the terrible devastation

According to Dr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, Typhoon Yagi is the strongest storm in the past 30 years in the East Sea and in the past 70 years on land. In addition to its rapid increase in intensity, Typhoon Yagi also has an unusual feature such as causing continuous rain and floods, causing devastation in the northern provinces for 2 weeks.

After just over 15 hours of sweeping through several northern provinces, Typhoon Yagi has left behind very serious consequences in terms of human lives and property. The continuous chain of natural disasters caused by the circulation of Typhoon Yagi has also brought about much pain and loss to tens of thousands of families.

At the center of the storm, with terrible devastation, Quang Ninh province suffered unprecedented damage, with 29 people dead, over 100,000 houses with roofs blown off or collapsed, 165 ships and watercraft sunk, and other huge losses in aquaculture. The total damage caused by storm Yagi to Quang Ninh was about 24,200 billion VND.

More than 100km from Quang Ninh, Hanoi was also severely damaged when Typhoon Yagi swept through. Among them, 4 people died, 17 were injured and nearly 50,000 trees were broken. During the flood, tens of thousands of households in Hanoi had to leave their homes. Many farmers growing rice and crops in the capital were left empty-handed because their fields were completely submerged.

The impact of storm No. 3 on some northern mountainous provinces was even more terrible. Historic heavy rains, landslides, and continuous flash floods in the provinces of Yen Bai, Cao Bang, Hoa Binh, Lao Cai, etc. have isolated many places.

More tragically, a terrifying flash flood suddenly struck Lang Nu (Phuc Khanh commune, Bao Yen, Lao Cai) in the early morning of September 10, wiping out the village where 33 households and 168 people lived. As of September 23, this flash flood has killed 55 people and left 12 missing.

In Cao Bang province, widespread flooding after Typhoon Yagi also caused landslides in many places, killing 55 people. In particular, in Lung Ly hamlet, Ca Thanh commune and Lung Sung hamlet, Yen Lac commune (Nguyen Binh district), landslides completely buried 12 houses of 12 households, killing 20 people.

All people provide relief and support to people in flood-hit areas

Chairing a meeting of the Politburo and the Secretariat on overcoming the consequences of floods caused by Typhoon Yagi, General Secretary and President To Lam requested promoting the spirit of solidarity, mutual love, and supporting localities facing difficulties. General Secretary and President To Lam noted that it is necessary to mobilize the cooperation of the whole society and organize a campaign to raise donations to support people and businesses in localities affected by storms and floods.

With the spirit of "no one should be hungry, cold, thirsty, or homeless", on September 10, the first 200 tons of rice were provided by the Government free of charge to provide relief to people in the following localities: Lao Cai, Hoa Binh, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, and Lang Son.

In the following days, the Government decided to provide emergency support to Lao Cai province with 150 billion VND, Yen Bai with 40 billion VND, Cao Bang with 50 billion VND and continue to provide financial support to many localities to overcome the consequences of storm Yagi and the floods, and soon stabilize people's lives.

In addition, the Ministry of Finance has also decided to provide nearly 37,400 tons of rice from the national reserve to localities to support more than 540,000 students in extremely disadvantaged communes and villages in the first semester of the 2024-2025 school year.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that storm No. 3 and recent floods have caused huge losses in human lives and property in localities with total initial economic losses estimated at over 60 trillion VND.

According to Mr. Do Van Chien, with the spirit of "focusing on providing the highest, fastest, and most timely support" under the direction of General Secretary and President To Lam, on the morning of September 10, the Party Delegation of the Vietnam Fatherland Front organized a launching ceremony and issued a call for all people to participate in supporting compatriots affected by storm No. 3.

As of September 23, the Central Relief Mobilization Committee has received over VND 1,656 billion and has promptly allocated support to localities in two phases with a total amount of VND 1,035 billion.

Mr. Do Van Chien said that the Central Relief Mobilization Committee will continue to allocate the received funds to ensure strict management, effective use, and transparency of support resources to work with the people to overcome the consequences of damage and soon bring people back to normal life.

It is noted that, even during the most intense storm and flood times up to the past few days, the entire political system, authorities at all levels and the entire population have unanimously shared the losses of people in the storm and flood areas with noble gestures and compatriotic love.

At the epicenter of the flash flood, after nearly 10 days since Prime Minister Pham Minh Chinh and his delegation returned to Lang Nu (Phuc Khanh commune, Bao Yen district, Lao Cai province) to inspect and direct, on the afternoon of September 21, the People's Committee of Bao Yen district handed over 25 new temporary houses to households.

Meanwhile, in Quang Ninh province, a comprehensive reconstruction plan after storm No. 3 is being implemented, in which the province has decided on the highest levels of support for affected people.
