Support two-level local government

After the merger, Ho Chi Minh City currently has 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.

In addition to the efforts of local forces, the Ho Chi Minh City Youth Union has just assigned youth volunteer teams to participate in supporting the operation of the two-level local government model and providing online public services in the area.

Simplify procedures

Coming to the Phu Nhuan Ward Public Administration Center to ask for support in completing the steps to change personal information after the merger, Ms. Le Thi Tuyet Thu (a resident of Ward 15) was welcomed by the "blue shirt" volunteer team at the gate and given detailed instructions on the procedures. After only a few minutes, the information was fully updated. "The young people who are familiar with technology have demonstrated many times, so I can easily follow along. At home, I thought it would take a lot of time, but here, everything went smoothly and quickly. Thanks to the help of local officials and volunteer teams like this, we, the elderly, are less worried when carrying out public administrative procedures," Ms. Thu said excitedly.

Mr. Do Trong Hieu, Captain of the Local Accompanying Team in Phu Nhuan Ward, said that this is an activity within the framework of the "Summer Volunteer Campaign 2025", with the goal of allocating teams to support people to get acquainted with the two-level government. In addition to the existing youth union members, this summer, Phu Nhuan Ward welcomed nearly 100 "green shirt" soldiers from Ho Chi Minh City University of Law, Van Hien University and University of Finance - Marketing to join hands.

Specifically, union members and young people will stand at the public service area and provide guidance right at the gate so that people are not confused. A small group will be assigned to support people in performing online public services. Another group will be assigned to the waiting area to ask what services people need and provide specific step-by-step instructions. This team also supports people in using the National and Local Public Service Portal. To best serve the people, the young force in this team has participated in a training program to equip them with knowledge of online public services, digital skills, community communication and handling real-life situations.

When young people join hands

According to information from the Central Committee of the Ho Chi Minh Communist Youth Union , there are about 4,800 youth volunteer teams with more than 241,000 members nationwide who will participate in supporting the operation of two-level local governments and providing online public services at the grassroots level. This program takes place simultaneously in 3,321 communes, wards and special zones nationwide from July to the end of August. Along with that, 728 "Green Summer" student volunteer teams from 286 universities and colleges are also present in localities to support necessary tasks.

According to Mr. Le Tuan Anh, Deputy Secretary of the Ho Chi Minh City Youth Union, since the beginning of June, there have been more than 500 "Digital Education for the People" and "Accompanying Localities" teams supporting local people inside and outside the city. Not only allocating forces in the area, hundreds of "green shirt" soldiers also carry out tasks in many provinces such as Vinh Long, An Giang , Gia Lai, Tay Ninh, Ca Mau, Dong Thap... At the administrative centers of wards, communes and special zones, youth forces and summer volunteer soldiers will be assigned to support officials and civil servants in performing some basic administrative tasks such as entering data into the system, arranging and digitizing administrative records, and reviewing data catalogs to serve the implementation of digital government.

In addition, depending on the specific level and conditions, youth teams and summer volunteer soldiers can participate in supporting and instructing cadres and civil servants in operating software and applications for professional work such as: electronic one-stop system, document management and operation software, electronic civil status software, population database, etc. Along with the above support teams, propaganda work on prioritizing the use of online public services is also promoted during this period to help people make the most of the benefits brought by technology.

"This team will accompany the staff and civil servants in guiding and supporting people to carry out administrative procedures quickly and conveniently, contributing to building a professional, modern government model and an e-government model in the coming time," said Ms. Nguyen Thi Nhu Y, Chairwoman of Phu Nhuan Ward People's Committee.
