The province develops plans, projects, and programs to support finance and credit from the central budget and local budgets to support small and medium-sized enterprises; including support levels for project development, feasible production and business plans to access credit capital, the provincial Startup Investment Fund, and other capital sources.
According to the Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son, the policies to support enterprises, including small and medium enterprises, issued by the Central Government and the province in recent times have brought about clear results. Specifically, the province's business investment environment has improved significantly over the years; the number of new enterprises in the province has continuously increased, with an average increase of 14.68% per year. This result is thanks to the province's active implementation of policies to support enterprises, administrative reforms, improvement of the quality of the business investment environment, investment in infrastructure, along with the efforts to overcome difficulties from enterprises.
According to the Provincial People's Committee, in addition to the achieved results, the support for small and medium enterprises in the province still faces many limitations, specifically the legal system and support policy mechanisms are not yet consistent. In addition to specific support policies for small and medium enterprises according to general regulations of the Central Government, the province also has many other policies for enterprises in general.
Director of the Department of Finance Duong Van Phuc said that the province currently has about 6,700 enterprises, with a total registered capital of VND73,844 billion, of which 4,192 are operating. Among the operating enterprises, the number of small and medium enterprises accounts for a very high proportion (over 90%). The majority of small and medium enterprises in the province have an average total registered capital of less than VND1 billion and mainly operate in the fields of trade and services. In particular, the proportion of labor for small and medium enterprises accounts for more than 73% of the total labor force in the province, playing an important role in creating jobs and accelerating the process of labor restructuring.
