Many garment enterprises provide jobs for tens of thousands of workers in the province.
Human resource development
In the period of 2017 - 2024, the whole province has 4,643 newly established enterprises, an average of 580 enterprises/year. In 2024 alone, the province has 622 enterprises and 409 newly established affiliated units with registered capital of more than VND 2,946 billion, reaching more than 52% of the plan. The activities of the private economic sector have made important contributions to the socio -economic development of the province.
The KTTN project focuses on building a strong startup ecosystem, promoting innovation and improving the quality of enterprises. The province determines that only when KTTN is supported to develop evenly in both quantity and quality, can a leading enterprise force be formed, capable of competing in the domestic and international markets. The project is not simply an administrative plan, but is built as a journey connecting the government with the business community, between development ideals and practical actions.
The important content of the KTTN Project is to develop a human resource of entrepreneurs with courage, ethics and business culture, capable of steering enterprises in an increasingly competitive environment. Currently, the province has recognized 22 enterprises in the leading group, 50 enterprises in the leading source group, creating a foundation to spread positive influence in the local business community. In addition, the province has also effectively implemented investment promotion programs, connecting supply and demand, boosting export activities, especially in industries with strengths such as coconut processing, seafood and fruit.
The project also mentions the development of industrial infrastructure, logistics and digital technology , considering this a key factor to improve production capacity and access the global market. Notably, the province accelerates the investment progress of Phu Thuan Industrial Park and many other industrial clusters, while effectively operating the Startup Investment Fund, creating favorable financial conditions for startups.
Future goals
According to the Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son, in the coming period, the fourth industrial revolution will develop strongly, creating breakthroughs in many fields, bringing many opportunities and challenges. The province identifies the province's business community as having an important position and role, as one of the core forces and driving forces contributing to promoting the cause of industrialization, modernization of the country and international integration. Strengthening links and cooperation among business people, between business people and workers, farmers, and intellectuals to jointly realize the goal of sustainable economic development through activities that improve the quality of life for workers, the community and the whole society...
Accordingly, the province has set specific goals in the coming time such as creating a favorable environment and conditions for the development of enterprises and economic sectors. Strengthening activities to support enterprises to improve their capacity in international cooperation and integration. Developing circular economy, digital economy, green economy. Striving to develop 4,000 new enterprises in the province by 2030, with a total registered capital of 40 trillion VND. Supporting the capacity improvement of at least 1,000 enterprises in the fields, value chains of key agricultural products of the province and the strengths of the locality.
The Government has just issued Resolution No. 138/NQ-CP to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on developing the private economy and Resolution No. 139/NQ-CP to implement Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies for developing the private economy.
One of the major focuses of the resolutions is to create a strong change in the awareness and actions of the public authority. Ministries, branches and localities are assigned the task of concretizing action plans, changing the mindset from “management” to “service”, thoroughly handling the “ask-give” mechanism, and ensuring consistency in policy implementation.
Also in the spirit of the resolution, the Government has emphasized the need to abandon the mindset of “if you can’t manage it, ban it” and strongly shift from “pre-inspection” to “post-inspection” in state management. This is to create favorable conditions for businesses, reduce the burden of administrative procedures and compliance costs. For example, in the field of specialized inspection of import and export goods, ministries and branches are required to apply risk management principles, simplify documents and processes, and shorten the time to carry out administrative procedures.
Resolution No. 138/NQ-CP also provides specific guidance on supporting enterprises in accessing land, capital, and high-quality human resources; implementing priority mechanisms for small and medium-sized enterprises and innovative enterprises to lease land and unused public assets; promoting digital transformation, research and development of science and technology with attractive tax deductions.
