
Tax officers and civil servants at the 3rd Tax Department propagate and support people to switch from lump-sum tax to declaration.
With more than 11,000 business households operating in 19 communes of Nga Son, Hau Loc, and Hoang Hoa districts previously subject to conversion, the staff and civil servants of Tax Department 3 are making efforts every day to complete the target, ensuring the conversion takes place on schedule, in accordance with its nature and brings long-term effectiveness. The unit sets a target of 100% of business households subject to mandatory use of electronic invoices generated from cash registers to register and use them in accordance with regulations; 100% of business households to install and use the Etax Mobile application; complete the conversion of all business households from lump-sum tax to declaration before January 1, 2026...
The 3 grassroots tax departments of Thanh Hoa province have synchronously deployed many solutions from propaganda and mobilization to technical guidance, declaration support and implementation supervision. Each tax officer is not only a person performing the task but also a "bridge" to help business households clearly understand the rights, obligations and long-term benefits of the conversion. Mr. Le Van Thuan, Deputy Head of the 3 grassroots tax departments, said: "We identify that the model conversion is not only an administrative task but also an opportunity to help business households change their mindset, instead of passively paying taxes as before, to proactively declaring, transparently and professionally. For older people who rarely use technology, we patiently guide them step by step. The unit is focusing on synchronizing all solutions to complete 100% of the propaganda plan, supporting business households to register from contracting to declaration, to officially apply the implementation on January 1, 2026".
To achieve the goal in 60 days, Tax Department 3 has thoroughly applied information technology. Tax teams at the grassroots level use business management software, update progress daily, helping unit leaders monitor and coordinate human resources appropriately. Digitizing tax records and electronic declarations via the eTax Mobile application also helps significantly reduce processing time, avoiding overlapping documents. Tax officers are assigned to each group of households, directly instructing on installation, login and electronic declaration operations. In each working session, they not only provide technical guidance but also clearly explain the meaning of revenue transparency, creating a foundation for business households to access credit, expand scale, and participate in e-commerce platforms. However, in the implementation process, there are still difficulties, such as: Many small businesses are not familiar with bookkeeping, are concerned about procedures or do not have smart devices to declare online. Some households are still hesitant, afraid that declaring will increase tax obligations.
Faced with that reality, the Tax Department 3 has directed officials to "go to every alley, knock on every door", assigning many teams to go to business households to guide people to install the eTax Mobile application, register for electronic invoices generated from cash registers, and convert tax payment methods from lump-sum to declaration... Thanks to that active companionship, the spirit of response in the business household community is spreading more and more strongly. From being worried, many people have now proactively declared and confidently managed their business activities. Mr. Truong Van Quyen, owner of Duc Quyen optical shop in Vinh Son village, Hoang Hoa commune, shared: "For convenience in management, my family has used electronic invoices before, so the conversion from lump-sum tax to declaration is very convenient. With the guidance of tax officials, I find that this conversion helps my family manage sales more transparently, clearly and conveniently."
Ms. Trinh Thi Duyen, owner of Nhat Minh bicycle shop in Trung Son village, Hoang Hoa commune, said: "My family has two old salesmen, not good at technology, I thought tax declaration was very complicated, if I wanted to do it I would have to hire an accountant, which would cost me more. But thanks to propaganda, tax officers came to my house to support software installation, and instructions on how to do it, so after just a few sessions I was able to do it proficiently, and could do it right on my phone or desktop. Through making sales declarations in recent days, I feel more proactive, knowing exactly the revenue, expenses, and profits and losses of the store every day."
The "60 peak days" plan is not only meaningful in terms of time, but also a strong commitment of the tax sector in innovating management methods, focusing on taxpayers. The abolition of the lump-sum tax method is an inevitable breakthrough, ensuring fairness and transparency in business activities, preventing tax losses and creating a healthy competitive environment among economic sectors, "taxpayers self-declare, self-pay, self-responsible". When business households proactively declare and make their revenue transparent, it not only helps tax authorities manage more effectively, but also opens up opportunities for the local private economy to develop more sustainably and modernly. That is also the consistent spirit that the Thanh Hoa tax sector is aiming for - a fair, transparent tax management system that accompanies development.
