The online public service for the entire process of changing driver's licenses provided by the Ministry of Transport is one of 25 essential public services prioritized for integration and sharing of data from the National Population Database with the National Public Service Portal. The service of changing driver's licenses (GPLX) has also been expanded by the Vietnam Road Administration to provide the entire process online (corresponding to the previous level 4) nationwide via the National Public Service Portal from mid-November 2022.
According to Mr. Nguyen Xuan Cuong, Director of the Vietnam Road Administration, promoting the implementation of online driver's license renewal on the National Public Service Portal (NDPS) is very necessary, ensuring compliance with the policies of the Party, State and Government, contributing to reducing pressure on State management agencies in implementing driver's license renewal procedures and saving costs for society and people. In order for many people to use online public services for the entire driver's license renewal process on the DNPS portal, the Ministry of Transport (MOT) has issued an official dispatch directing the Departments of Transport to let people know and use the service and assign targets to the departments, in which in 2023 it will increase by at least 10% and gradually increase in the following years. Therefore, the coordination with Vietnam Post to register online for the entire driver's license renewal process on the DNPS portal will be a breakthrough, encouraging many people to participate.

At the program, the Vietnam Road Administration and Vietnam Post provided guidance and support to citizens when using public services online and conducting online transactions in general. Vietnam Post also arranged adequate human resources and a computer system with internet connection, printers, and cameras to support citizens in issuing and renewing their driver's licenses online on the National Public Service Portal, and at the same time, clearly and publicly posted the implementation steps and documents related to issuing and renewing driver's licenses.
Mr. Chu Quang Hao, General Director of Vietnam Post, said that with a public postal network, providing public postal services with a wide network to the commune level across the country, Vietnam Post has a modern information technology system, ensuring safety and information security to serve the service provision and management activities. Determining that guiding and supporting people to submit driving license applications online is an important political task. Vietnam Post has directed and guided post offices of provinces and cities to coordinate with the Department of Transport to develop plans, arrange human resources and equipment to serve and guide people to issue and renew driving licenses online on the National Public Service Portal at all requested locations.
