Tran Ninh commune, Van Quan district, is a predominantly agricultural commune, with the people's economy mainly dependent on agricultural and forestry production. To continue proactively securing irrigation water for the people's production, in 2024, from various funding sources under different programs, Tran Ninh commune received investment for the construction of 3 irrigation projects, including 1 pumping station and 2 projects to build and upgrade over 1,500 meters of canals (with funding exceeding 3 billion VND).
Mr. Hoang Van Vinh, Chairman of the People's Committee of Tran Ninh commune, said: "Thanks to investment resources from the State and the joint efforts of the people, the commune now has 20 irrigation works, including 5.2 out of 7.3 km of canals that have been reinforced, and the area of actively irrigated land serving production has reached 86.9%. Not only does this create favorable conditions for agricultural production, but the investment in small-scale and on-field irrigation works also directly contributes to helping the commune fulfill the criteria for irrigation and disaster prevention in the new rural development program. In 2024, Tran Ninh commune will be recognized as achieving the new rural development standard."
Similar to Tran Ninh commune, the development of small-scale and on-field irrigation in Hoang Van Thu commune, Binh Gia district, has achieved positive results. Mr. Nong Ngoc Kinh, Chairman of the People's Committee of the commune, said: "From state investment resources and the joint efforts of the people, 30 irrigation works have been implemented in the commune. Of these, the commune directly manages 26 small-scale and on-field irrigation works with a total length of over 12 km. 100% of the canals have been reinforced, and the irrigation capacity reaches nearly 92% of the designed agricultural land area. Because these works were invested in and built in previous years, to maintain and upgrade these small-scale and on-field irrigation works, in recent years, on average, people in the commune have contributed about 350 man-hours of labor annually to carry out dredging of all irrigation canals, clearing vegetation, and repairing minor damage..."
The development of irrigation in general, including small-scale and on-farm irrigation, plays a crucial role in providing water for agricultural production. Therefore, in addition to the two aforementioned communes, in recent years, the development of small-scale and on-farm irrigation has been a focus of relevant levels and sectors, achieving positive results. Mr. Vu Van Thinh, Deputy Director of the Department of Agriculture and Environment, stated: To develop small-scale and on-farm irrigation, the department has advised the Provincial People's Committee to issue a plan for the development of small-scale and on-farm irrigation, serving as a basis for relevant levels and sectors to develop investment plans for the development of small-scale and on-farm irrigation in conjunction with the construction of new rural areas; The province has integrated and allocated funds to complete the irrigation infrastructure in the fields, ensuring water supply, irrigation, drainage, and water management for agricultural production and aquaculture, supporting investment in water storage facilities, and reinforcing canals and ditches. Specifically, from 2021 to the present, from various sources, the Provincial People's Committee has balanced and integrated the allocation of over 373 billion VND to invest in, build, renovate, repair, and upgrade small-scale and in-field irrigation works in districts and cities.
Besides state investment, from 2021 to the present, on average, people in the province have contributed about 80,000 man-hours of labor each year to jointly repair, excavate, dredge, and clear canals and ditches...
Thanks to state investment and the collective efforts of the people, the province has built 2,364 small-scale and on-farm irrigation works. These works serve to irrigate over 6,667 hectares per crop season, achieving 88% of their designed irrigation capacity. These small-scale and on-farm irrigation works have made a significant contribution to agricultural production and socio-economic development. Furthermore, the development of these irrigation systems directly contributes to fulfilling the irrigation and disaster prevention criteria in the new rural development program. To date, 97% of communes in the province have met the irrigation and disaster prevention criteria.
Besides the achievements already made, relevant levels and sectors are currently continuing to balance and integrate resources, strengthen propaganda and mobilization efforts to encourage the collective participation of the people in investing in the construction and upgrading of small-scale and on-farm irrigation works. This will further create favorable conditions for the development of agricultural production for the people and contribute to the successful implementation of the goals and tasks of building new rural areas in the locality.
