Perfecting regulations on special consumption tax policy

Continuing the 37th Session, on the afternoon of September 26, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly Standing Committee gave opinions on the draft Law on Special Consumption Tax (amended).

After 16 years of implementation, the Law on Special Consumption Tax has achieved many positive results, contributing to the orientation of production, consumption, and stabilizing revenue sources for the state budget. However, through summary and evaluation, in addition to the achieved results, many provisions of the current Law have revealed inadequacies and limitations.

The amendment and supplement of the Law on Special Consumption Tax aims to meet the requirements arising from practice, create a unified and synchronous legal environment applied in the economy , overcome the limitations and inadequacies of the current Law; and be consistent with the trend of reforming special consumption tax in other countries.

The Draft Law on Special Consumption Tax (amended) consists of 4 Chapters and 12 Articles, closely following 7 policy groups.

The purpose of promulgating the Law on Special Consumption Tax (amended) is to perfect regulations on policies. special consumption tax to expand the tax base (such as adding taxable objects for sugary soft drinks, applying mixed tax on cigarettes, increasing special consumption tax rates on alcohol, beer, etc.), ensuring transparency, ease of understanding, and ease of implementation of the law to contribute to improving the capacity and effectiveness of tax management activities in preventing and combating tax evasion, tax losses and tax debts, ensuring correct and sufficient collection to the state budget, and ensuring stable state budget revenue sources.

The amendment and supplementation of provisions in the law also aims to contribute to protecting public health, the environment and regulating social consumption in accordance with tax reform trends of countries as well as implementing international commitments.
