After quitting his job at a company in Phu Da Industrial Park, Mr. Nguyen Vinh Quang, residing in Xuan Phu Ward, Hue City, immediately paid voluntary social insurance and family health insurance to continue his participation. However, 5 months later, Mr. Quang found a new job and continued to pay compulsory social insurance at his workplace. At that time, the amount of family health insurance paid from the date the company's social insurance card became valid until the end of the validity period stated on the family health insurance card was refunded.
To carry out the above procedures, employees only need to contact the provincial Social Insurance agency and be guided to fill out a participation declaration, adjust social insurance and health insurance information (Form TK1-TS) and will be refunded the health insurance premium according to regulations.
Unlike Mr. Quang, Ms. Le Thi Phuong Hoa, residing in Huong Van, Huong Tra Town, after quitting her job, also joined the family health insurance. However, when she completed the procedures to receive unemployment benefits and was issued a health insurance card, her family health insurance card would be refunded. Although the service organization staff called and texted to notify her about receiving the refund, she still did not care, did not listen to the call, so she did not grasp the information. Therefore, when she went to the hospital to give birth, she found out that her health insurance card had expired since the date her unemployment benefits ended.
“I received a text message and saw a strange phone number calling, but I ignored it because I kept thinking about the scams that people have been talking about lately. I didn’t expect the service provider to text me to inform me about receiving a refund for my health insurance card. Luckily, the card hadn’t been expired for more than 3 months, so I was able to renew it in time to pay the hospital bill,” Ms. Hoa shared.
According to the leader of the provincial Social Insurance, according to Article 20, consolidated document No. 2089 of Vietnam Social Insurance regulating the refund of health insurance premiums, people who are participating in health insurance according to the subjects in Clauses 4 and 5, Article 17 (Groups participating in health insurance according to households) are refunded health insurance premiums in cases such as participants who are issued health insurance cards according to the new subject group, now report a reduction in the value of the previously issued card (with the order of payment after the new subject according to the provisions of Article 12 of the Law on Health Insurance).
Accordingly, the refund amount is calculated based on the health insurance premium and the period of time the premium has been paid but the card has not been used. In order for employees to know about the refund of family health insurance premiums, the Social Insurance Agency has coordinated with collection service organizations and schools to promptly notify participants immediately after the refund decision is made. In addition, the Provincial Social Insurance also coordinates with the Provincial Employment Service Center to notify employees when they come to apply for unemployment benefits.
Cases eligible for refund of health insurance premiums: Participants who are issued health insurance cards according to new groups of subjects, now report a reduction in the value of the previously issued cards (with the payment order following the new subjects according to regulations in Article 12 of the Law on Health Insurance); people whose health insurance premiums are adjusted by the State budget to increase; people who die before the health insurance cards are valid.
