Provincial People's Council supervises at the Department of Health

On the morning of October 20, the Provincial People's Council's (PPC) Supervisory Delegation led by Comrade Dao Xuan Huyen - Standing Member of the PPC, Head of the Provincial People's Council's Culture and Social Affairs Committee, Head of the Supervisory Delegation had a working session at the Department of Health on the results of implementing health insurance examination and treatment (HI) in the province in the period of 2021-2024. On the Department of Health side, there were Associate Professor, Doctor Nguyen Thi Huong - Deputy Director of the Department of Health, leaders of functional departments under the Department.

Comrade Dong Thi Nghia - Deputy Head of the Culture - Social Committee of the Provincial People's Council, Deputy Head of the supervision delegation spoke at the supervision session.

At the monitoring session, the Delegation listened to the Department of Health report on the results of implementing health insurance examination and treatment in the province in the period of 2021-2024. Accordingly, currently, the total number of facilities participating in health insurance examination and treatment at the initial level is 107 facilities. In the past time, the system of documents directing and guiding the implementation of health insurance examination and treatment policies was promptly issued by the Department of Health, creating conditions for consistency in implementation. Coordination between the Department of Health, the Provincial Social Insurance and localities has been strengthened, many problems in payment, referral, health insurance examination and treatment have been promptly resolved. The rights to medical examination and treatment of people with health insurance cards are guaranteed; the rate of people using health insurance cards when going for medical examination and treatment is increasing. The quality of medical services at health insurance examination and treatment facilities has been gradually improved, limiting overload and improving patient satisfaction. The work of inspecting and supervising the implementation of health insurance policies is focused on, promptly detecting and correcting violations. Medical examination and treatment facilities in the province maintain the exploitation of software that connects data with the province's electronic health records and the Social Insurance agency to serve the appraisal and payment of health insurance examination and treatment costs.

Results of health insurance examination and treatment in the period 2021 - 2024. Year 2021: Total number of health insurance examination and treatment in 2021: 485,351 (Inpatient: 59,766, Outpatient: 425,585). Year 2022: Total number of health insurance examination and treatment in 2022: 480,479 (Inpatient: 64,433, Outpatient: 416,046). Year 2023: Total number of health insurance examination and treatment in 2023: 573,698 (Inpatient: 80,369, Outpatient: 457,329). 2024: Total number of health examinations and treatments covered by health insurance in 2024: 580,565 (Inpatient: 87,103, Outpatient: 493,462).

However, the industry still faces some difficulties: Coordination between some medical facilities and social insurance agencies in handling procedures and paying health insurance costs is sometimes not tight; management capacity and application of information technology in some medical facilities is still limited, affecting the connection and electronic health insurance appraisal; a part of the people, especially in remote areas, still have concerns when going for health insurance examination and treatment; human resources and equipment of the health sector are still lacking (especially specialized expertise), not meeting the increasing demand for health insurance participants; quality of health insurance at grassroots health facilities is not uniform, not fully meeting people's expectations; new service prices, calculating direct costs and salaries, not fully calculating management costs, asset depreciation, training costs, scientific research... therefore, health service prices are still lower than actual costs...

Speaking at the monitoring session, representatives of functional departments under the Department shared difficulties and problems, and proposed a number of solutions to better implement the work of health insurance examination and treatment in the province.

Concluding the supervision session, Comrade Dao Xuan Huyen - Standing Member of the People's Council, Head of the Culture - Social Committee of the Provincial People's Council highly appreciated the results achieved in the work of medical examination and treatment under health insurance. At the same time, he suggested: The health sector needs to promote information, propaganda, and dissemination of policies and laws on health insurance; improve the quality of medical examination and treatment; publicly post prices of medical services and technical lists at medical examination and treatment facilities at commune health stations; focus on training of specialist doctors; strengthen the work of traditional medicine examination and treatment; overcome difficulties and obstacles to better serve the work of medical examination and treatment for people in the province.
