On the side of Ninh Binh province, the Conference was attended by comrades: Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of the leaders of the Provincial Vietnam Fatherland Front Committee, Department of Agriculture and Environment, and Provincial New Rural Area Coordination Office.
Since 2011, Ninh Binh province has vigorously implemented the National Target Program on New Rural Development. The Provincial Party Committee, People's Council and People's Committee have issued resolutions, projects, plans, decisions and mechanisms and policies, creating a solid legal corridor for the process of leading, directing and implementing the Program.
Along with that, the emulation movement “The whole country joins hands to build new rural areas” was launched, arousing the response and active participation of the entire political system and the people. Thanks to that, building new rural areas has become a widespread movement, bringing proud results, changing the face of rural areas and improving the quality of life of rural residents.
By the end of 2024, Ninh Binh province has met 8/8 requirements of the province to complete the task of building new rural areas according to Decision No. 321/QD-TTg and Decision No. 125/QD-TTg of the Prime Minister stipulating that provinces and cities complete the task of building new rural areas in the period of 2021-2025.
Specifically, the whole province has 6/6 districts meeting the new rural standards and 2 cities completing the task of building new rural areas. Notably, 2/6 districts have met the advanced new rural standards and 76/119 communes (accounting for 63.8%) meet the criteria of the advanced new rural standards. Ninh Binh also has a project to build new rural areas in the whole province for the period 2021-2025 approved by the Provincial People's Council.
Not only that, the rural landscape of Ninh Binh has also had positive changes. On national and provincial highways, trees have been planted in more than 85% of qualified locations. This rate on district roads also reached over 72%. The average area of public green space in the province reached 6.51 m²/person, far exceeding the minimum regulation of 4 m²/person. This shows the province's interest in green living space. In addition, people's satisfaction with the service of State administrative agencies in 2024 reached 85.34%, higher than the prescribed level (80%). Another noteworthy point is that Ninh Binh province has not incurred outstanding debts for basic construction during the implementation of the New Rural Construction Program.
These efforts have brought about significant changes in infrastructure and people's lives. The production value per hectare of cultivated land reached 160 million VND, higher than the national average. The average income per capita in the province in 2024 reached 73.21 million VND/year, of which the rural area reached 70.74 million VND/person/year. The poverty rate in the province decreased to 1.03%.
Ninh Binh has also linked agricultural production with tourism activities, forming multi-value agricultural models. The province has developed 209 OCOP products and formed concentrated production areas associated with building certification brands and geographical indications for key agricultural products.
In general, the National Target Program on New Rural Development has significantly changed the appearance of Ninh Binh's rural areas. Economic and social infrastructure has been invested synchronously and completed, especially the work of protecting the rural environment has made great strides, creating a green, clean and beautiful landscape. Survey results show that up to 99.43% of households are satisfied with the achievements of the New Rural Development Program.
After listening to reports on the results of building new rural areas in Ninh Binh province, the Council members highly appreciated the results of building new rural areas in the province, notably: Environmental protection in rural areas; political security, order and safety are considered typical of the whole country; the exploitation of natural resources and cultural values for tourism development has made Ninh Binh a model not only for Vietnam but also for the world in sustainable tourism development associated with heritage conservation.
Delegates also noted some errors in the appraisal report, the explanatory data and the general report of the province have not been updated in a timely manner; the assessment of some potential risks to security and order to build a safe and civilized tourism environment... At the same time, Council members also proposed solutions and orientations for Ninh Binh to become a typical model of building new rural areas associated with sustainable tourism development.
Representatives of the Provincial New Rural Area Coordination Office received and clarified the Council's evaluation opinions.
At the Conference, 100% of the members of the Central Appraisal Council agreed to submit to the Prime Minister for recognition of Ninh Binh province for completing the task of building new rural areas in 2024.
Speaking at the Conference, Chairman of the Provincial People's Committee Pham Quang Ngoc sincerely thanked the Central Appraisal Council for its attention and appreciation of the process of building new rural areas in Ninh Binh province. During that process, the Central Ministries and branches actively coordinated and guided Ninh Binh province to go in the right direction, achieving high results that were recognized and commended by the Central Government in many fields and replicated nationwide.
Looking back at the 15-year process of building the new rural area, although this journey is divided into tasks for each stage, it is a continuous and innovative process. The criteria go from simple to synchronous, complete and continuously develop and improve without stopping, ensuring suitability with each stage of the country's development and for the common goal of building a better, more prosperous life for people in rural areas.
For Ninh Binh province, a locality with many characteristics with a larger proportion of rural space than urban, the province has soon identified its unique and different potential values, thereby promoting its strengths in history, culture, people, and land to turn heritage into assets and brands of Ninh Binh province; turning potential and strengths into resources and potentials to develop tourism with the orientation of tourism and cultural industry as a key economic cluster.
In addition, the province has identified industry as a driving force and resource for reinvestment. Up to now, Ninh Binh is one of the three major national centers for automobile production and assembly with the leading company being Hyundai Thanh Cong Vietnam Automobile Manufacturing Joint Stock Company, contributing greatly to the provincial budget and reinvestment in society. This is also the solution to the problem of workers "leaving the countryside but not leaving their hometown".
In agricultural economy, Ninh Binh focuses on forming green agriculture, circular organic agriculture, multi-value to restore and preserve landscapes, not only ensuring food security goals. Many agricultural models combined with community tourism such as in Trang An, Tam Coc, Van Long not only bring high income to people but also preserve cultural identity and natural landscapes.
This is not an achievement but a summary of practice, an assessment of the nature to serve as a basis for planning a development strategy. In the coming time, Ninh Binh province will continue to adhere to the orientation of building a new rural area, creating a cultural landscape for urban areas; rural areas in harmony with urban areas, not developing urban areas to overwhelm rural areas, this is completely consistent with Ninh Binh's choice to become a millennium heritage city.
Speaking at the Conference, Deputy Minister of Agriculture and Environment Tran Thanh Nam acknowledged the results in building new rural areas in Ninh Binh province. He emphasized that the National Target Program on building new rural areas has contributed to changing the face of rural areas, economic and social infrastructure has been invested synchronously and completed. In particular, the work of protecting the rural environment has made a breakthrough, especially the green, clean and beautiful landscape, making the province the most prominent in the country in the movement to build rural landscapes.
He hoped that in the coming time, the province would continue to pay attention to improving the quality of advanced NTM criteria; pay attention to the issue of waste and wastewater treatment; develop craft villages as well as vocational training for rural workers. At the same time, he hoped that Ninh Binh would organize a summary of research on potential issues and new issues to have an orientation for the development of new rural areas in Ninh Binh province in particular, contributing to the orientation of the whole country in general. He suggested that Ninh Binh province soon complete the dossier so that the Council could submit it to the Prime Minister to recognize the province for completing the task of building new rural areas in 2024.
