Also attending were members of the Provincial Party Standing Committee, leaders of the People's Council, People's Committee, National Assembly Delegation, Vietnam Fatherland Front Committee of the province; leaders of provincial departments, branches, sectors, unions, central agencies located in the area; leaders of District Party Committees, City Party Committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of districts, cities, communes and wards within the scope of the Adjustment Project.
At the Conference, the leaders of the Department of Construction reported some main contents of Decision No. 668/QD-TTg dated March 26, 2025 of the Prime Minister on approving the Project to adjust the General Urban Planning of Ninh Binh to 2040.
Accordingly, the scope and boundaries of the adjusted planning include: The entire administrative boundary of Hoa Lu city, Gia Sinh commune of Gia Vien district, Khanh Hoa commune and Khanh Phu commune of Yen Khanh district; part of the administrative boundary of Gia Tan commune of Gia Vien district, Tan Binh ward and Yen Son commune of Tam Diep city, Phuc Son commune and Quynh Luu commune of Nho Quan district, Khanh Thuong commune of Yen Mo district.
The planning scale is about 23,242 hectares. The urban nature is determined as Millennium Heritage Urban Area; National and international tourism center; Cultural industrial center, organization of major national and international events; Administrative, political, economic, cultural, medical, educational, sports, tourism and service center of Ninh Binh province. The forecasted urban population of Ninh Binh by 2040 is about 540,000 - 560,000 people (of which: Permanent population is 430,000 - 440,000 people, converted population is about 110,000 - 120,000 people).
The urban development structure follows the heritage urban model with a structure connecting heritage and urban and rural areas including: 1 center; 2 regions, 5 areas.
The Ninh Binh Urban Master Plan to 2040 has oriented the development of overall space and regional space. Accordingly, the development of overall urban space is associated with the preservation and promotion of the value of Trang An scenic complex and Hoa Lu ancient capital relic according to the heritage urban model. Urban development is concentrated in the east, associated with the North-South development axis, creating an urban and service belt around the core area of Trang An scenic complex and Hoa Lu ancient capital. Developing green urban space associated with the natural ecosystem.
The regional space is divided into 5 zones with separate functions and characteristics for each zone to create a harmonious and sustainable development space including: Central urban area, Core area of Trang An scenic complex and Hoa Lu ancient capital; Urban ecological area; Bai Dinh area; Ben Dang area.
The general urban planning of Ninh Binh has also oriented the planning of socio-economic infrastructure, including: Planning of Industrial system and Industrial cluster; Commercial services, Services, tourism, agriculture, forestry, fishery, offices, housing, healthcare, education-training and culture, sports; Urban development according to the urban model combined with large-scale public transport hubs.
The technical infrastructure planning orientation also determines: Developing a green technical infrastructure system, applying science and technology, creating a foundation for sustainable development and building an international tourism service city. Selecting urban infrastructure design solutions suitable to the natural conditions of each area, encouraging the use of materials and renewable energy, limiting the hardening of urban surfaces to enhance natural water permeability.
Speaking at the Conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: The general planning of Ninh Binh urban area to 2030, with a vision to 2050 was approved by the Prime Minister in Decision No. 1266 dated July 28, 2014 and after 10 years of focused implementation, Ninh Binh Urban Area has achieved positive and important results; especially creating a positive foundation for the urban development of the province in particular as well as the general development of the province during the past period. Thereby, the urban infrastructure system has been upgraded to ensure synchronization, modernity, regional and inter-regional connectivity and creating space and driving force to promote the socio-economic development of the province; the urban appearance is increasingly spacious, urban space is expanded; many social infrastructure works have been invested, contributing to improving the material and spiritual life of the people. In particular, the World Cultural and Natural Heritage Trang An Scenic Landscape Complex has been preserved and strongly promoted, becoming a key tourist destination of the whole country, reaching international stature and creating an important foundation for Hoa Lu city with the characteristics of a heritage city to be recognized by the Prime Minister as a type I urban area.
Based on the provisions of the Law on Urban Planning and the requirements for urban development according to Resolution 06 of the Politburo on planning, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045, and to meet the conditions for socio-economic development with the goal of building Ninh Binh into a centrally-run city with the characteristics of a millennium heritage city, a creative city, a green city and a growth pole of the southern provinces of the Red River Delta, the establishment and adjustment of the planning is very necessary.
The Chairman of the Provincial People's Committee emphasized that the major goal of the arrangement of administrative units at district and commune levels in the past time is to build Hoa Lu into a heritage city and a nucleus, a driving force to spread and promote the construction of Ninh Binh province into a centrally-run city. This goal has also been approved by the Government in the planning of Ninh Binh province for the period 2021 - 2030, with a vision to 2050.
Therefore, the establishment and adjustment of the Ninh Binh Urban Master Plan to 2040 is to thoroughly grasp and implement that goal and the orientations identified in the plan are the driving force and extremely important basis to guide the provincial planning and serve as the scientific and practical foundation for Ninh Binh to achieve very positive results in orientation, leadership and direction throughout the past period and even at present, creating a very important foundation for the development of the province as well as the provinces in the Southern Red River Delta.
The Chairman of the Provincial People's Committee also said: The Ninh Binh Urban Master Plan is the result of a practical, scientific, and thorough research process that reflects the province's wishes, aspirations, and long-term vision based on the reception of opinions from the Central to local levels, scientists, experts, and people. The province has organized many research seminars in many fields to integrate into the Ninh Binh Urban Master Plan.
From this Plan, the province continues to identify and has approved the following major goals: Millennium heritage urban area, national and international tourism center; cultural industry center, organization; Cultural industry center, organization of major national and international events deeply integrated into the world heritage urban network; Administrative, political, economic, cultural, medical, educational, sports, tourism and service center of Ninh Binh province is the nucleus to build the whole province into a type I urban area, a city directly under the Central Government.
These goals not only inherit, but also renew, clarify, supplement and deepen compared to the previous goals in the old planning, thereby determining the center of Ninh Binh province today is Hoa Lu urban space with the position of the political, economic and cultural center of the new Ninh Binh province after the merger of the three provinces of Ha Nam, Nam Dinh and Ninh Binh. Thus, the vision of the planning has met the development requirements of Ninh Binh province in the near future and is an important foundation for the Central Party, Government, National Assembly and People to consider, select and determine the administrative center, the center of the southern provinces of the Red River Delta.
Speaking at the Conference, Secretary of the Provincial Party Committee Doan Minh Huan clarified the importance of urban planning, urban characteristics and future urban development orientation. In a broad sense, planning is leading, grasping the trends and objective movements of the world. Therefore, in any development stage, planning must always go ahead and clearly demonstrate the vision and strategic orientation for the locality. For Ninh Binh province, adjusting the General Urban Planning to 2040 is a task to meet the requirements of development orientation in the context that the whole country is promoting the streamlining of the administrative apparatus and developing regional linkages.
The Provincial Party Secretary also analyzed and oriented more clearly the nature of the Millennium City that Ninh Binh chose. The Millennium here not only includes a thousand-year-old ancient capital - the origin of the Dai Co Viet State, the State that built the first complete and complete national administration of the nation, opening up the Dai Viet civilization. The Millennium also shows that it is rare for a place after moving the capital that the urban nature still exists, continuously, and does not become a "ruin". Over time, the urban nature of Hoa Lu may have blended into the countryside, but the position of a capital is still affirmed through the periods, becoming a sacred national spirit.
The millennium is also understood as the construction of an urban model to respond to the millennium challenge of the urbanization process that the world is facing, which is compact urban areas, concrete urban areas that annex heritage, encroach on the environment, and annex rural areas. Therefore, the urban model that Ninh Binh chooses is a model to decompress the urbanization challenge that the whole world is facing. Accordingly, we build Ninh Binh urban area as a park city: a science and knowledge park, innovation; heritage park, cultural park, film studio park, craft village park... serving the green economy, creative economy, cultural industry according to the urban model of cultural landscape, but does not conflict with modern urban areas and does not annex rural areas. The choice of this urban model is completely consistent with the development trend in Ninh Binh when identifying tourism and cultural industry as key economic clusters and it is also consistent with the world civilization trend.
In addition, the Provincial Party Secretary also noted that Ninh Binh City is identified as a comprehensive center of the province, a specialized center of the region and the country, reaching international standards, including: National and international tourist urban center; Cultural industrial center, organizing major national and international events; Administrative, political, economic, cultural, medical, educational, sports, tourism and service center of Ninh Binh province... Therefore, in the process of realizing the planning at all levels and sectors, each cadre and party member must fully understand and be unified in ideology to lead, direct, orient, and properly implement the orientation, building Ninh Binh into a model millennium heritage urban area of Vietnam and the world.
On this occasion, 1 collective and 6 individuals with outstanding achievements in the work of preparing the Project to adjust the Ninh Binh Urban Master Plan to 2040 were awarded Certificates of Merit by the Provincial People's Committee Chairman.
