At the beginning of the working session, the conference listened to comrade Pham Toan Thang, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, announce the decisions of the Secretariat on personnel work. Accordingly, it approved comrade Giang Thi Dung, Secretary of the Lao Cai City Party Committee, to join the Lao Cai Provincial Party Committee Standing Committee, term XVI (2020 - 2025); and appointed comrade Phan Quoc Nghia, Chief of the Provincial Party Committee Office, to join the Lao Cai Provincial Party Committee Executive Committee, term XVI (2020 - 2025).

Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presented the decision of the Secretariat to Comrade Giang Thi Dung and Comrade Phan Quoc Nghia.

Speaking at the opening of the conference, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Trinh Xuan Truong emphasized that implementing the tasks of the first quarter of 2025 with many important contents; at the same time, the whole province must concentrate and strive to complete the goals and targets of the Resolution of the 16th Provincial Party Congress (term 2020 - 2025); at the same time, carry out tasks and tasks related to the arrangement of the apparatus in the political system according to the direction of the Central Government.

The workload is large and very important, therefore, the Provincial Party Executive Committee has focused on leadership, close direction, and good implementation of political tasks, supported by Party members, the masses and the business community. The province's work in the first quarter achieved positive results, especially in the field of Party building; promoting the implementation of national target programs, sustainable poverty reduction; people's lives are cared for, ensuring good social security. However, in economic development, the province also faces many difficulties, such as declining exports and imports, industrial production has not met expectations, tourism has not really flourished... Emerging issues, especially solutions to ensure the growth target of 10% in 2025 need to be discussed thoroughly and frankly at the conference; the spirit is to clearly recognize difficulties and challenges; propose appropriate solutions in leadership, direction, operation and implementation.

Immediately after the speech of the Provincial Party Secretary, the 21st Provincial Party Executive Committee Conference held a discussion session; focusing on evaluating the results of the implementation of tasks in the first quarter, advantages, difficulties, low targets and proposing solutions to successfully implement the goals and tasks of the second quarter.
