Conference to review the Regulations on coordination to ensure security and order at Dung Quat Oil Refinery in 2024

On December 6, 2024, Binh Son Refining and Petrochemical Joint Stock Company and Quang Ngai Provincial Police held a conference to review the coordination regulations on ensuring security and order (ANTT) at Dung Quat Oil Refinery in 2024. The conference was chaired by Mr. Cao Tuan Si - Director of Dung Quat Oil Refinery; Lieutenant Colonel Nguyen Tho Thanh - Head of Economic Security Department of Quang Ngai Provincial Police. Attending were heads/deputy heads of BSR's professional departments and representatives of professional departments of Quang Ngai Provincial Police. Dung Quat Oil Refinery Director Cao Tuan Si spoke at the 2024 Conference . In 2024, the security and order situation related to Dung Quat Oil Refinery was basically stable, creating favorable conditions for BSR Company to ensure absolute security and safety in the continuous operation of the Plant, and the 5th general maintenance in 2024 at Dung Quat Oil Refinery was ensured to meet the requirements according to the set plan. However, there are still some complicated potential problems, such as: the maintenance process still has problems of violating the contractor's regulations on security and safety; there are still cases of people trespassing on the offshore works of the Plant to catch seafood; the process of implementing the construction of the fence of the Plant's upgrade and expansion project site encountered difficulties; the number of personnel, vehicles, and materials entering and leaving the Plant is large, causing difficulties in the process of checking and controlling security and safety. The forces of the Provincial Police regularly coordinate with the Safety - Environment Board, BSR Company and Vietnam Oil and Gas Security Services Joint Stock Company - Central Branch (PVS) in grasping the situation, organizing and implementing measures to ensure security and safety at the Factory and in the Dung Quat Economic Zone. Thereby, they have detected and coordinated to handle incidents related to security violations at the Factory. Fire prevention and fighting work has been closely coordinated and synchronized. The Provincial Police have arranged 01 fire truck and officers and soldiers on duty at the headquarters of the Fire Prevention and Rescue Police Team of Area 2, ready to participate in responding to emergency incidents; support 01 fire truck and 02 officers and soldiers on duty at the Factory area when requested; coordinate to participate in and practice fire fighting and rescue scenarios, respond to oil spills at the Jetty Port and Factory areas. Organized many patrols and inspections to ensure forest fire prevention and fighting along the Factory's protection corridor. In launching the movement to protect national security, the Provincial Police coordinated with BSR Company to develop and publish dozens of news, articles, and reports to propagate the work of coordinating patrols, guarding and protecting targets, and armed patrols in the Factory area and surrounding areas. Organized 06 propaganda sessions for people on protecting the security and safety of offshore works, 04 propaganda sessions on forest fire prevention and fighting for people in the area around the Factory; organized 01 tour of the Factory and shared with people in Binh Tri commune, Binh Son district about the environmental protection, safety and security of the Factory. In the coming time, according to the assessment of Quang Ngai Provincial Police, the situation of violating the regulations and procedures for protecting the security and safety of the Factory, people encroaching on the offshore works of the Factory to catch seafood, encroaching to plant trees, preventing the implementation of the Factory's upgrading and expansion project still occurs; the risk of sabotage, terrorism, fire and explosion... poses more complicated and serious problems for the work of ensuring security and safety of the Factory. To continue to absolutely ensure the security and safety of the Factory, the Provincial Police and BSR Company continue to effectively implement Coordination Regulation No. 02. The two sides agreed and continued to promote the work of advising the Provincial People's Committee so that the Provincial People's Committee can direct and coordinate with departments, branches, and sectors, and the People's Committee of Binh Son district to continue to seriously implement Decision 1756/QD-TTg, dated September 22, 2010 of the Prime Minister on including Dung Quat Oil Refinery in the list of important works related to national security; Decision No. 89/QD-UBND dated April 15, 2011 of the Provincial People's Committee on approving the Project to ensure security and order at Dung Quat Oil Refinery and other documents related to ensuring security and safety of the Plant. Continue to effectively implement the work of ensuring security and order at the project site to upgrade and expand the Plant, the Plant's protection corridor, not allowing people to encroach and occupy land for farming, illegally building tents and houses. Strengthen the work of protecting internal political security, economic security, information security, network security, protecting state secrets, managing the activities of foreigners and businesses, contractors having relations and activities related to the Plant. Actively coordinate and exchange information on the security and order situation at the Plant for timely and effective prevention and handling. Continue to effectively carry out propaganda and mobilization work for officials, employees of the Factory, and people living around the Factory area to raise awareness of respecting the law, and ensuring security and safety of the Factory - an important project related to national security. Implement well the information, reporting, and meeting regimes according to regulations. Periodically, the two standing units proactively exchange, update information, assess, and forecast the security and order situation, thereby promptly advising and proposing to the leaders of the two agencies for monitoring and direction. The conference is an opportunity for BSR and Quang Ngai Provincial Police to review the coordination regulations to ensure security and order at Dung Quat Oil Refinery. Speaking at the conference, Director of Dung Quat Oil Refinery Cao Tuan Si thanked the forces of Quang Ngai Provincial Police for fully and responsibly implementing the coordination regulations last year, ensuring absolute security and safety for Dung Quat Oil Refinery. However, the security work for the new phase of the Refinery is facing many new potential risks; BSR requested Quang Ngai Provincial Police to deploy more professional solutions/measures; apply science and technology to security control work. In particular, in 2025, BSR will implement many investment projects, especially the Dung Quat Oil Refinery NCMR Project; Therefore, ensuring security for the project to be implemented as planned is one of the key tasks in 2025. Lieutenant Colonel Nguyen Tho Thanh - Head of the Economic Security Department of Quang Ngai Provincial Police acknowledged Resolution 26 of the Politburo on "Socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045". Accordingly, the orientation is to expand and build the National Oil Refinery and Energy Center in Dung Quat Economic Zone. This is a political task not only for Quang Ngai province but also sets the responsibility for Quang Ngai Provincial Police for the importance of ensuring security, with Dung Quat Oil Refinery as the heart of the Center. Quang Ngai Provincial Police accepted the opinions at this Conference to thoroughly grasp and widely implement key tasks in 2025, which is to continue to ensure security for Dung Quat Oil Refinery to operate safely and stably; That is to ensure security and order at the Dung Quat NMLD NCMR Project site and other key tasks.
