Despite many difficulties and obstacles, the implementation of the public investment plan for the first 10 months of 2024 of the province has achieved positive results, notably: (1) The leadership, direction and management of state investment and construction have been innovated, resolutely and effectively; (2) The allocation of public investment capital has been focused and key in the direction of prioritizing projects with inter-regional connectivity, driving force and wide spread; (3) The management and use of public investment capital has been of interest to investors, ensuring efficiency and compliance with legal regulations; (4) The progress of implementation and disbursement of public investment capital of programs and projects is higher than the same period, ranking among the provinces and cities with the fastest disbursement rate in the country. The positive results in the 10 months of the 2024 public investment plan contribute to promoting the province's socio -economic development, creating a premise for good implementation of the 2024 public investment plan in the last months of the year.

Specifically, according to the Report, by the end of October 28, 2024, the value of public investment capital disbursement in 2024 of the whole province (including capital in 2022 and 2023 extended to 2024) was VND 9,301.7 billion, equal to 65.9% of the plan, 10.8% higher than the same period. If only calculating the 2024 plan, the disbursement rate of the whole province is equal to 67.9% of the plan, 15.6% higher than the disbursement rate of the whole country. Compared to the time frame up to September 30, 2024 as prescribed in Directive No. 01/CT-UBND dated January 26, 2024 (over 70% of the plan) and the instructions of the Chairman of the Provincial People's Committee, 19/56 investors and localities disbursed capital in accordance with the instructions and instructions of the Chairman of the Provincial People's Committee. Compared to the average disbursement rate of the whole province, there are 22 investors and localities with disbursement higher than the average disbursement rate of the whole province. There are 80 projects that have disbursed 100% of the plan (accounting for 26.7% of the total number of projects), with a capital of 788,934 billion VND.

Regarding the disbursement of the 3 National Target Programs and the Socio-Economic Recovery and Development Program, the total disbursed capital in 2024 of the 3 National Target Programs is 1,171.7 billion VND, equal to 67.5% of the plan. As of October 28, 2024, the total disbursed capital in 2024 of the Socio-Economic Recovery and Development Program is 220.6 billion VND, equal to 68.1% of the plan.
In addition to the achieved results, there are 31 investors and localities whose disbursement rate is lower than the average disbursement rate of the whole province. The progress of some key projects is still very slow, affecting the overall disbursement rate of the whole province: Project for Integrated Development of Dynamic Cities - Tinh Gia Urban Sub-project, Thanh Hoa Province, WB loan, disbursed 30,803/295,721 billion VND (reaching 10.4% of the plan); Project for Road connecting National Highway 1 with National Highway 45 from Hoang Xuan Commune, Hoang Hoa District to Thieu Long Commune, Thieu Hoa District (Km5+250-Km14+603) - Sub-project 1: Ma River Overpass and Road at 2 ends of the bridge from Km5+250-Km7+250, disbursed 43,397/150,879 billion VND (reaching 28.8% of the plan); Van Thien - Ben En Road Project, disbursement of 128,262/305,966 billion VND (reaching 41.9% of the plan)...

Regarding site clearance, since the beginning of the year, with the attention and direction of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee; the active coordination and guidance of provincial departments and branches; the efforts of Party committees and authorities of districts, towns and cities, and the participation of the entire political system, the whole province has carried out site clearance on 2,161,170/2,268,436 hectares, reaching 95.27% of the plan, an increase of 1.23 times compared to the same period in 2023. Typically, there are 09 units with a rate of over 100%. However, there are 08 units with a low rate, below 85% of the plan.

At the conference, delegates focused on discussing difficulties and obstacles in disbursement work in localities. The conference also listened to a number of departments, branches and units with low disbursement progress explain and propose plans and solutions to achieve the set goals and plans by the end of 2024.

After listening to the opinions discussed at the Conference, in his concluding remarks, Chairman of the Provincial People's Committee Do Minh Tuan highly appreciated the disbursement of public investment capital and site clearance work of the province in the past 10 months, achieving positive results with the disbursement rate among the top of the provinces and cities nationwide. This is a result demonstrating the combined strength, innovation in leadership and direction of the Party Committee, and administration of the government from the province to the grassroots level. Basically, the "bottlenecks", difficulties, and problems related to investment preparation, materials, site clearance, etc. were promptly resolved.
Chairman of the Provincial People's Committee Do Minh Tuan praised the sectors and localities for their efforts in performing assigned tasks to achieve positive results. At the same time, he analyzed and pointed out the shortcomings, limitations, and causes of the shortcomings and limitations in the implementation of public investment disbursement in the past time and requested all levels, sectors, and localities to focus on resolving them.
Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee launched the "60-day and night campaign to accelerate the completion of public investment disbursement in 2024" with the goal of completing 100% of the set plan by December 31, 2024.

Regarding the viewpoint, the Chairman of the Provincial People's Committee emphasized that we must not be subjective with the achieved results because there are only 2 months left, so we must strive with the highest spirit to complete the set plan. In particular, the priority solution for implementation is leadership, direction and operation; must be close, drastic, specific, grasp the implementation situation of each project to direct. All levels, sectors and localities must identify this as an important political task of their localities and units. Continue to resolve difficulties and obstacles, especially to specify new Laws and Decrees soon. Along with that, continue to pay attention to promptly resolving difficulties and obstacles arising in the process of performing tasks.

At the same time, he agreed on the policy of adjusting the capital plan from slow-disbursement projects to well-disbursed projects, in need of additional capital, ensuring the disbursement of all assigned capital and requiring districts, towns, cities, departments and branches to always uphold the sense of responsibility and complete assigned tasks well./.
