Online conference to disseminate and explain the Law on the Implementation of Democracy at the Grassroots Level.

On the morning of November 28th, the Ministry of Interior organized a nationwide online conference to disseminate and explain the Law on the Implementation of Democracy at the Grassroots Level and related documents.

In his remarks at the conference, Deputy Minister of Home Affairs Trieu Van Cuong affirmed: In recent times, the implementation of grassroots democracy has been given attention and directed by Party committees, governments, agencies, and units at all levels, resulting in comprehensive, widespread, and effective implementation.

The awareness and responsibility of Party committees, government agencies, cadres, Party members, civil servants, and public employees, especially the heads of Party organizations and leaders of agencies, units, and enterprises, in implementing grassroots democracy are increasingly being enhanced. The management and operational capacity of the government, and the working style and conduct of cadres, civil servants, and public employees continue to improve.

The motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" is applied flexibly in the leadership and guidance of Party committees at all levels, and in the management and operation of local governments, agencies, and units.

The government system and state agencies at all levels have proactively developed plans and organized the implementation of grassroots democracy in conjunction with state management; focusing on improving the effectiveness of administrative reform; engaging in dialogue, receiving citizens, and resolving and handling complaints, denunciations, petitions, and feedback from citizens in a transparent, democratic, and people-oriented manner, respecting and incorporating the people's opinions and contributions…

Thanks to the effective implementation of grassroots democracy, the great national unity has been maintained, the people's trust in the leadership of Party committees and government at all levels has been strengthened; it has become a driving force for socio-economic development, ensuring political security and social order, and building a clean and strong political system at all levels.

To further enhance the effectiveness of grassroots democracy implementation, on November 10, 2022, the National Assembly enacted the Law on Grassroots Democracy Implementation.

At the conference, delegates were briefed on the basic content of the Law on the Implementation of Democracy at the Grassroots Level. The Law consists of 6 chapters and 91 articles. It regulates the content and methods of implementing democracy at the grassroots level, the rights and obligations of citizens in implementing democracy at the grassroots level, and the responsibilities of agencies, units, organizations, and individuals in ensuring the implementation of democracy at the grassroots level.

The delegates were also briefed on the basic content of Government Decree No. 59/2023 dated August 14, 2023, detailing some provisions of the Law on Implementation of Democracy at the Grassroots Level; and Government Decree No. 61/2023 dated August 16, 2023, regulating the development and implementation of village regulations and community conventions.
