Scientific workshop: "Building a model of Socialism associated with Socialist people in Hai Phong city in the period of 2025

Comrades: Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission; Le Tien Chau, Party Central Committee member, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Hoang Trung Dung, Party Central Committee member, Editor-in-Chief of the Communist Magazine co-chaired the Workshop.

Attending the workshop were representatives of leaders of central ministries, departments and branches, representatives of leaders of some localities, experts and scientists from central and local levels.

The workshop aims to collect opinions from experts, researchers, and practical managers on the policy of building a socialist model associated with socialist people in Hai Phong city; thereby perfecting the set of criteria for characteristics of socialism and socialist people in Hai Phong city.

Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission spoke at the Workshop.

Speaking at the Workshop, Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, highly appreciated the coordination between the Hai Phong City Party Committee and the Communist Magazine in researching, developing the Project and organizing the Workshop; highly appreciated the dedicated and responsible opinions of experts, scientists and managers who participated in contributing to and completing the Project. Through studying the draft Project, it can be seen that the research and development of the Project at this time is suitable for the city's reality; suitable for the trends and requirements of the city's and the country's development in the new situation.

For the Conference to be successful and widely implemented in the new context, he emphasized and suggested a number of issues: Through theory and practice, we need to continue to affirm that Marxism-Leninism is still the most scientific and revolutionary doctrine, the most valuable in explaining the fundamental issues of the era, the light illuminating the path of our People's struggle for national independence and socialism. The presentations in the Conference Proceedings have contributed to clearly expressing this viewpoint, with solid bases and arguments.

The Head of the Central Propaganda and Mass Mobilization Commission emphasized that Hai Phong must correctly, fully, deeply and comprehensively identify the typical values associated with the history of the land, cultural history, people, natural conditions, potentials, advantages and development level of the locality. These are very important scientific and practical bases for Hai Phong in particular and localities in the country in general to determine directions, propose appropriate tasks and solutions, maximize resources for development, and successfully build socialism in the new era, the era of prosperity, civilization and prosperity. The success of each locality and the successful construction of Vietnamese socialism are vivid and convincing proof of the correctness of Marxism-Leninism and Ho Chi Minh Thought.

The Head of the Central Propaganda and Mass Mobilization Commission suggested that Hai Phong continue to promote the spirit of dynamism, creativity and courage to do, pioneering in building socialism associated with socialist people in Hai Phong, thereby continuing to contribute to the whole country to clarify and elevate the theory of socialism and socialist people. Hai Phong's proposal of a set of criteria with 14 specific contents on socialism and socialist people in Hai Phong city demonstrates a creative approach and innovative thinking, contributing to realizing the Party's guiding ideology on the path of national construction and development. However, it is necessary to note that solutions and implementation methods must be extremely flexible, suitable to local practical conditions; at the same time, they can be replicated nationwide. Hai Phong City needs to proactively propose mechanisms, policies, organizational models, implementation methods and ways to mobilize resources to realize the goals of building socialism and developing socialist people in Hai Phong City.

Each opinion expressed and each paper presented at the Workshop showed deep concern, enthusiasm and intelligence for the construction of socialism and socialist people in Vietnam in general and Hai Phong city in particular. After the Workshop, the Head of the Central Propaganda and Mass Mobilization Commission requested the Hai Phong City Party Committee and the Communist Magazine to absorb opinions, complete the Project, and develop a report recommending to the Central Committee specific mechanisms and policies for Hai Phong city to successfully implement the construction of a socialist model associated with socialist people; as a basis for localities to refer to and replicate throughout the country. He believed that the Workshop "Building a Socialist Model Associated with Socialist People in Hai Phong City in the period of 2025 - 2030 and the following years" would contribute to improving and innovating the work of summarizing practices, researching and developing theories on socialism and the path to socialism in Vietnam; is an important step forward, creating a scientific and practical basis for Hai Phong city to continue researching and effectively implementing the Project and for localities across the country to refer to and apply appropriately.

At the workshop, the delegates focused on discussing 3 main groups of issues, the first group of issues: Explaining more clearly some theoretical issues of Marxism-Leninism on socialism and socialist people; the theoretical development of the Communist Party of Vietnam, Ho Chi Minh thought and the theoretical awareness of the Hai Phong City Party Committee on socialism associated with building socialist people. Factors affecting the process of building socialism and socialist people in Vietnam in general and Hai Phong City in particular in 40 years of renovation.

The second group of issues: Clarifying the process of building socialism and socialist people in Vietnam in general and Hai Phong city in particular in 40 years of renovation (achievements, shortcomings, and limitations that need to be overcome). Identifying the content of the criteria for building socialism associated with socialist people in Hai Phong city in the new context. The third group of issues: Recommending and advising the Hai Phong government on tasks and solutions to build socialism associated with socialist people in Hai Phong city.

Comrade Secretary of the City Party Committee Le Tien Chau delivered a speech concluding the Workshop.

In his closing remarks at the Workshop, on behalf of the leaders of Hai Phong City and the Communist Magazine, Secretary of the City Party Committee Le Tien Chau respectfully thanked Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission for attending and giving profound theoretical and practical guidance and direction to the Workshop; thanked the leaders of the Central departments, ministries, branches, experts, scientists, representatives of the Communist Magazine and research and training agencies for attending, speaking, and contributing many valuable ideas, helping the Hai Phong City Party Committee continue to perfect the Project with higher theoretical stature, practicality and implementation capacity.

The Secretary of the City Party Committee said that after nearly 5 months of research and development, with the highest goal of building a high-quality project that is close to the city's reality, easy to implement and ensures successful implementation in the new context, immediately after completing the draft project, the Hai Phong City Party Committee coordinated with the Communist Magazine to seek opinions from Party and State leaders; leaders of central departments, ministries and branches; experts and scientists to continue to complete it.

In that spirit, today's Workshop is not only a scientific forum, but also a profound and open intellectual dialogue between the Central and local levels, between theory and practice, between politics and development management. Within the framework of the Workshop, with the opinions of the Central leaders, experts and scientists, the issues were comprehensively and deeply discussed. Hai Phong City Party Committee and Communist Magazine would like to receive the opinions of the leaders, experts and scientists to continue to perfect the Project; organize to collect opinions widely among the people of the city, discuss in the Party Congresses at all levels before submitting to the 17th City Party Congress, term 2025 - 2030 for approval.

From the scientific and practical arguments clarified through the Workshop, it can be more clearly understood that: the Socialist model is not a rigid template, nor a general slogan, but a system of values and solutions to organize economic - social - human life suitable to the reality of Vietnam in general and Hai Phong city in particular. Within the framework of the Project, Hai Phong city plans to continue to build and replicate a number of typical models in all fields. Some typical models can be mentioned, such as: (1) building "Friendly Government, Friendly Office", with the goal that by 2027, 100% of commune, ward and city departments and branches will meet the standards of being friendly and close to the people; (2) implementing a socialist housing development program to ensure fairness, humanity, and strengthen the spirit of community solidarity; (3) Building a law-abiding and law-abiding city, raising awareness of compliance and discipline in society; (4) Building a civilized city, happy communes and wards from the grassroots level, aiming to improve the quality of material and spiritual life for people in each commune and ward; (5) Socialist Schools. Hai Phong is piloting in 6 schools from kindergarten to junior high school with modern facilities, comprehensive education programs, focusing on developing knowledge, ethics, skills and physical fitness, creating a premise for replication throughout the city; (6) Comprehensive health care for all people: expanding health insurance coverage; investing in facilities for health stations; implementing comprehensive electronic medical records; free periodic health check-ups once a year for the elderly; free screening for diseases related to reproductive health; (7) Developing “Green industrial clusters, modern technology, environmentally friendly” to link economic growth with sustainable environmental protection; (8) City of music; (9) City of innovation and creativity; (10) Socialist Youth Union…

The Secretary of the City Party Committee emphasized that the construction of a model of Socialism associated with Socialist people in Hai Phong in the new period requires drastic implementation, with the highest political determination and unceasing efforts of the entire Party Committee and the people of the city; especially the attention, leadership, direction and facilitation of the Parties, the National Assembly, the Government and central agencies. The city will maximize the role of the entire political system, the business community, the intellectuals, artists, cadres, civil servants, public employees and each Hai Phong citizen in realizing the goal of building Socialism./.
