Promoting economic, investment and cultural cooperation between Hai Phong city and Vladimir province, Russian Federation

The Chairman of the City People's Committee introduced some features of Hai Phong.

Welcoming the delegation of Vladimir Provincial Government (Russian Federation) to visit and work in Hai Phong, the Chairman of the City People's Committee briefly introduced some highlights of the city. Hai Phong is the main gateway to the sea of ​​the Northern region, playing an important role in the socio -economic, defense and security of the region and the whole country. The city is also one of the growth engines of the Northern key economic region.

With a synchronous transportation system including all 5 types: road, railway, inland waterway, sea and air, in which the most prominent is the largest seaport system in the North connecting directly to America and Europe, Hai Phong has many advantages in economic development and international trade.

The city has identified three pillars of economic development: high-tech industry, seaports and logistics, and tourism and trade. Thanks to that, Hai Phong is always among the localities with the highest growth rate in the country and is the leading attractive destination for foreign investors.

As of April 2025, the city has 1,071 valid foreign direct investment (FDI) projects with a total investment capital of 38 billion USD, coming from 39 countries and territories. Of which, investors from the Russian Federation have 5 projects, with a total investment capital of more than 9.6 million USD.

The city wishes to welcome businesses from Vladimir province to survey and invest in Hai Phong.

Currently, Hai Phong city has established 14 industrial parks and is continuing to focus on developing 20 new industrial parks with a total area of ​​over 7,000 hectares. In particular, the city has been approved by the Vietnamese Government to establish the Southern Coastal Economic Zone with a scale of about 20,000 hectares. This is a comprehensive coastal economic zone, planned according to the model of green growth, circular economy and sustainable development. Including a free trade zone with breakthrough and outstanding mechanisms and policies, connecting with other coastal economic zones in the region, contributing to creating development momentum for the Red River Delta region.

Regarding tourism, Ha Long Bay (Quang Ninh province) - Cat Ba Archipelago (Hai Phong city) has been recognized by UNESCO as a World Natural Heritage in 2023. This is an ideal resort destination for domestic and international tourists, and at the same time an attractive living and working environment for investors.

Hai Phong City wishes to welcome businesses from Vladimir Province to survey and explore cooperation and investment opportunities. At the same time, the city is ready to coordinate investment promotion activities and cultural and educational exchanges to create a sustainable bridge between the two localities.

Thanking the leaders of Hai Phong city for the warm welcome, Mr. Avdeev Alexander Aleksandrovich, Governor of Vladimir province, expressed his strong impression of the dynamic and comprehensive development of the city.

Introducing Vladimir province, the Governor said that the province has a strategic position in the national transport system, with the main railway and highway connecting the capital Moscow with the Far East of the Russian Federation. The administrative center of the province is the city of Vladimir - one of the famous tourist destinations of Russia, rich in historical and cultural values. In terms of economy, Vladimir province has a fairly balanced industry structure: industry accounts for about 35%, agriculture 15% and services - trade accounts for 50%. In 2023, the total product in the area (GDP) of the province will reach about 600 billion rubles (equivalent to 6.5 billion USD), with a stable GDP growth rate of 2.5 - 3% / year. The province's key industries include: manufacturing of machinery, electrical equipment; food industry; chemicals - pharmaceuticals and production of construction materials.

Currently, Vladimir Oblast has more than 150 foreign-invested enterprises, with a total FDI capital of more than 1 billion USD. Countries with prominent investment activities in the province include: Germany, France, the United States, China and Vietnam. The province is currently actively encouraging and expanding investment attraction from Asian countries, including Vietnam.
