Accordingly, on May 15, 2025, the Chairman of the City People's Committee chaired a meeting to listen to the report on the above content. Also attending were Directors of the Departments: Construction, Justice; Deputy Chief of Office of the City People's Committee Pham Huy Hoang, Chairmen of the People's Committees of the districts: Ngo Quyen, Le Chan; Chairman of Hai Phong Housing Management and Trading Company Limited, representatives of the City Police.
After listening to the report of the Chairman of Hai Phong Housing Management and Trading Company Limited (in Document No. 192/QL&KDN-QLN dated May 14, 2025), considering the report of the Department of Construction in Document No. 2348/SXD-KHTC dated April 23, 2025 and the opinions of the delegates attending the meeting, the Chairman of the City People's Committee commented as follows: Implementing the program of renovating and rebuilding old, degraded and dangerous apartment buildings, the city has focused on prioritizing resources to build 12 new apartment buildings, with a total investment of about 3,400 billion VND to arrange and arrange accommodation for households living in old, degraded apartment buildings to move here. After arranging people to move to new apartments, the city temporarily collects rent at a very low level compared to the quality of the new housing (at 10,000 VND/m2/month, equal to the rent in old, degraded apartments that are about to be demolished). According to the provisions of the Law on Housing, the City People's Committee must calculate and collect rent according to the principle of correctly and fully calculating investment costs and preserving capital. To reduce difficulties for households, the City People's Committee has submitted to the City People's Council for consideration and approval of the Project on collecting and paying rent for public housing in apartment buildings in the city in Resolution No. 88/NQ-HDND dated December 6, 2025, which determines the rent for housing and the schedule for collecting and paying rent for each stage, in accordance with the payment capacity of households.
On that basis, on December 27, 2024, the City People's Committee issued Decisions No. 4939/QD-UBND, 4940/QD-UBND, 4941/QD-UBND, 4942/QD-UBND, 4943/QD-UBND, 4944/QD-UBND, 4945/QD-UBND, 4946/QD-UBND, 4947/QD-UBND, 4948/QD-UBND, 4949/QD-UBND, 4950/QD-UBND on rental prices for the 12 new apartment buildings mentioned above, effective from January 1, 2025.
Accordingly, the rental price of the above-mentioned apartments in the first phase (currently) is from 16,204-31,635 VND/m2/month depending on the quality of the apartments. If the apartment has an area of 50m2, the monthly rental price is from 810,000 - 1,581,000 VND/apartment. Comparing these prices shows that:
Similar to the rental price of public property in the following localities: Hanoi , Ho Chi Minh, Da Nang, Bac Ninh.
- Equal to the rental price of a level 4 boarding house in Hai Phong inner city area.
- 69% to 73% lower than the rental price of social housing invested with non-budgetary capital in Hai Phong (rental price from 59,000 - 105,000 VND/m2/month).
- 78% to 86% lower than the rental price of commercial apartments in Hai Phong (rental price from 115,000-145,000 VND/m2/month).
In addition, the city has submitted to the City People's Council for consideration and approval of Resolution No. 25/2024/NQ-HDND dated December 6, 2024, stipulating policies to support emergency relocation for households and individuals using houses in old, dangerous apartment buildings and support for rent in public apartment buildings. In particular, people with meritorious services to the revolution, poor households, near-poor households and social protection beneficiaries who are renting houses and actually using houses in apartment buildings, depending on the level, will be supported by the city from 65% to 100% of the rent.
Recently, the city has organized the review of the subjects and handed over 2,735 apartments to households that meet the requirements according to regulations. However, up to now, the home users are violating the following acts:
(1) No rental contract: 1,903 households, accounting for 70%;
(2) Deliberately delaying and not paying rent: 1,760 households, accounting for 64.4%;
(3) Arbitrarily buying and selling, using houses for the wrong purpose: 878 households, accounting for 32%;
(4) Not coordinating with provincial agencies to calculate and determine the difference in value between old and new apartments: 302/344 households, accounting for 88%;
Faced with the above situation, to rectify the management and use of housing in public apartment buildings in the city, the Chairman of the City People's Committee concluded and directed as follows:
1. Assign the Office of the City People's Committee to arrange a schedule for the Chairman of the City People's Committee to work with a number of households representing the group of households. the above violations on May 23, 2025; invite representatives of the Ministry of Construction and the Central Citizen Reception Committee to coordinate and work together.
2. Assign the District Party Committee, People's Committee of Ngo Quyen and Le Chan districts; Hai Phong Housing Management and Trading Company Limited, Department of Construction:
- Continue to propagate and mobilize people to properly implement regulations on management and use of rented houses belonging to public property.
- Urgently work with households with old apartments that have been granted a Decision on liquidation of old houses to calculate and determine the difference in value that must be paid or refunded.
3. Request households who have decided to rent a house and have been handed over an apartment that is violating the above-mentioned acts: Immediately sign the contract and pay the rent according to the notice of Hai Phong Housing Management and Trading Company Limited.
- For households that do not need to use their houses, are leaving them empty or arbitrarily selling or subletting them, urgently return the rented houses to the city to arrange for other eligible subjects.
4. For sub-tenants, re-buying apartments from the owner of the apartment to whom the city has leased the apartment: Urgently work with the owner of the apartment to whom the city has allocated the house to carry out the liquidation of the apartment purchase or rental contract.
5. For households with old apartments that have been granted a Decision on liquidation of old houses and have not yet calculated the difference in value that must be paid or refunded: Actively coordinate with the locality and Hai Phong Housing Management and Trading Company Limited to calculate and determine the difference in value that must be paid or refunded.
- In case of non-cooperation, the state agency will proactively calculate and strictly handle according to regulations.
6. Regarding 03 cases of violations in the use of rented houses at HH Dong Quoc Binh apartment building, the City People's Committee has directed the recovery:
- Assign the Department of Construction to preside over, together with the Department of Justice, Ngo Quyen District People's Committee, Hai Phong Housing Management and Trading Company Limited and relevant agencies to urgently review and complete the dossier, propose the City People's Committee to organize the enforcement of eviction of people from the apartment, and at the same time reclaim the rented apartment, to be completed before June 15, 2025.
- Assign localities to prepare enforcement plans and request the City Police to make plans to ensure security and order before enforcement.
7. Assign the Department of Construction to direct Hai Phong Housing Management and Trading Company Limited:
- Send this Conclusion Notice to each household living in the above mentioned apartment buildings.
- Continue and urgently establish a file to enforce against the above-mentioned households that are violating in the following direction: For each apartment building and each violation, enforce a number of cases to deter violators from voluntarily correcting their violations.
8. Assign the City Press and Communications Center, Hai Phong Security Topic - People's Police Newspaper, City Electronic Information Portal to strengthen propaganda and information work so that households living in the above-mentioned apartment buildings understand and properly implement the city's legal regulations and policies./.
