The policy of rearranging and reorganizing administrative units at all levels and building a two-level local government model is a major policy of the Party and the State. In Resolution No. 60-NQ/TW dated April 12, 2025, the 11th Conference of the 13th Party Central Committee agreed to merge Ha Nam province, Ninh Binh province and Nam Dinh province, named Ninh Binh province, with the political and administrative center located in Ninh Binh province today.
The workshop was organized to fully identify and promote the potential and advantages of the sectors, fields and localities of Ha Nam - Nam Dinh - Ninh Binh provinces according to the new administrative unit on the principles of unity, interconnection, connection, strength resonance, division of labor and territorial cooperation. From there, determine the development orientation of sectors - fields, key products associated with spatial planning, dynamic development zones of Ha Nam - Nam Dinh - Ninh Binh according to the new administrative unit, period 2025 - 2030, vision to 2050 to serve the construction of documents for the Provincial Party Congress.
* Building the new Ninh Binh after the merger into a centrally-governed city with heritage urban characteristics
Speaking at the opening of the workshop, comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Ha Nam province emphasized that the merger of 3 provinces into new administrative units compensates for limitations in area and population, contributes to streamlining the apparatus, creates positive changes, aims to improve the efficiency, effectiveness and efficiency of the state administrative management apparatus; strengthens economic scale, increases competitiveness, attracts investment and maximizes potential and strengths in developing industries and fields, especially tourism, industry, cultural industry associated with heritage conservation, ...; expands development space, strengthens synchronous connection of strategic framework infrastructure and especially expands space for marine economic development ...
To comprehensively, in-depth, objectively, scientifically evaluate and clearly define the outstanding values and distinct advantages of the provinces of Ha Nam, Nam Dinh and Ninh Binh, he suggested that experts, scientists, managers, businesses and typical investors of the three provinces exchange, discuss and give in-depth opinions on three key issues, including:
Firstly , scientific and practical arguments fully identify the potentials and advantages in terms of geopolitical location, natural values, natural resources and ecosystems; traditions, historical and cultural identities, heritage values; distinct advantages in developing industries, fields, and dynamic regions associated with the position and role of the newly merged Ninh Binh province in the Red River Delta and other provinces and cities in the country... At the same time, analyze and evaluate the international context, domestic situation, and development situation in the Northern key economic region, how they will affect the new Ninh Binh province after the merger? The challenges and golden opportunities for the socio-economic development of Ha Nam - Nam Dinh - Ninh Binh provinces according to the new administrative unit.
Second, determine the development orientation of industries, fields, key products, driving forces and new development spaces according to new administrative units in the context of regional and inter-regional linkages, especially industries and fields with comparative advantages such as: Processing and manufacturing industry, semiconductor industry, artificial intelligence, AI, etc.; develop tourism, cultural industry, entertainment industry associated with preserving and promoting heritage values; develop technical and urban infrastructure; develop science and technology, innovation, digital transformation; develop marine economy associated with protecting the ecological environment, adapting to climate change and rising sea levels, etc.
Third, orienting the development path, determining strategic goals, defining the role and position of the new Ninh Binh province after the merger; thereby proposing breakthroughs, programs, tasks, and key solutions to promote internal strength and mobilize resources for rapid and sustainable development, aiming for the goal that by 2035, the new Ninh Binh province after the merger will be a centrally-run city with the characteristics of a heritage urban area.
* From a solid foundation to a breakthrough future
In recent years, the Party Committees of Ha Nam, Nam Dinh and Ninh Binh provinces have focused on leadership and direction to seize opportunities, overcome challenges, and strive to basically complete socio-economic development goals and targets with many bright spots in growth model innovation. By the end of 2024, the economic scale is estimated to reach 310,282 billion VND (ranked 11th out of 34 provinces and cities after the merger); total budget revenue reaches 55,018 billion VND (ranked 6th out of 34 provinces and cities after the merger); total export turnover reaches 17.56 billion USD, accounting for 12.3% of the total export turnover of the provinces and cities in the Red River Delta, accounting for 4.3% of the total export turnover of the whole country.
Agriculture has developed in an organic and circular direction; new rural construction and urban development have made many breakthroughs, and infrastructure has been invested synchronously. New economic models have developed rapidly... contributing to increasing new growth momentum for the locality. A number of digital and green economic projects have come into operation, creating restructuring highlights, affirming the brand and position in the region and the whole country, such as: "green" material production, information technology in Nam Dinh province; mechanical - automobile industry, event organization - tourism in Ninh Binh province; electronics industry, entertainment industry, supporting industry in Ha Nam province.
The social security sector of the three provinces of Ha Nam - Nam Dinh - Ninh Binh has also achieved many important results. The rate of poor and near-poor households is basically lower than the national average. Foreign affairs and international cooperation activities have been expanded. Local defense and military have been strengthened; political security and social order and safety have been maintained.
After the merger, Ninh Binh province possesses its own potentials and competitive advantages, formed from the combination of economic-cultural, social factors and resources. The new development space after the merger has a natural area of about 3,900 km2, a population of more than 4.4 million people (the 6th largest in the country if calculated according to current provinces). It has an important and strategic geographical location. In particular, the 3 provinces converge many layers of value, have a long tradition with many cultural and historical heritages, natural landscapes, traditional festivals and unique tourism products.
Speaking at the workshop, comrade Dang Khanh Toan, Secretary of Nam Dinh Provincial Party Committee, said: In addition to the achievements, in the process of building and developing the socio-economy of the three provinces, there are still some limitations and difficulties. Specifically: The development space of administrative and territorial units is narrow, creating barriers that divide resources and markets, causing difficulties for sectoral planning associated with spatial planning in the face of the strong development of productive forces after 40 years of renovation. Economic growth still mainly relies on traditional growth drivers; it is necessary to solve the problem of environmental protection and sustainable development... These limitations and difficulties are not only obstacles, but also the actual ground that needs to be overcome to open up a new development model.
He affirmed: The merger of the three provinces of Ha Nam, Nam Dinh and Ninh Binh is a historic opportunity to comprehensively restructure the growth model and reorganize the development space with the goal of sustainable development. It has reached the threshold of needing a larger development space, allowing for the unblocking and liberation of all resources, fully promoting all potentials, advantages and traditional values of the land of culture and heroes, overcoming the limitations of administrative - territorial units. This is the time to restructure the development space, reorient the sectors and fields based on the outstanding potentials, competitive advantages and unique identities of each province today with the vision of building the new Ninh Binh province into a center of the region and the whole country, aiming to become a centrally-run city.
To achieve these great goals, in the coming time, what and how should the new Ninh Binh province after the merger do to realize its development aspirations? At the workshop, he hoped that delegates from the Central Ministries, branches, managers, experts, scientists and businesses would discuss and propose key tasks, solutions, specific mechanisms and policies, focusing on the main contents. Including:
Suggesting orientations and defining development space: where is the industrial center, where is the eco-tourism space, where is the endemic agricultural development area, etc., thereby ensuring the unity of development space and territorial division based on comparative advantages, cooperation and regional linkage.
Propose new economic development models in a multi-sector, multi-center, sustainable direction, with the following pillars: High-tech industry, green supporting industry, heritage - ecological - marine tourism; endemic agriculture; digital economic development and smart logistics - trade services. Propose specific, outstanding mechanisms to create breakthrough momentum, focus on innovating methods of resource mobilization and allocation; mobilize all resources (state, people and domestic and foreign enterprises) associated with effective use of the above resources.
Analyze and clarify tasks and solutions in building advanced and exemplary new rural areas, shaping ecological agriculture, modern rural areas, civilized farmers, improving living standards and quality of life in rural areas approaching urban areas. Accelerate the pace of urbanization; shape urban functions suitable for existing urban areas. Plan the development of industrial urban areas, heritage urban areas, and ecological urban areas suitable for the characteristics of each area. Strive by 2035, the new Ninh Binh province after the merger will be a centrally-governed city with the characteristics of a heritage urban area, a green, modern, livable and growing Ninh Binh.
