Cooperate, connect vocational training and attract workers from Yen Bai province to work at enterprises in industrial parks and economic zones in Hai Phong city.

During the working trip from May 29 to 31, 2025, the delegation of the Department of Education and Training (DET) of Hai Phong city, including Mr. Dinh Minh Tuan, Deputy Director of the DET, leaders of the Departments: Continuing Education, Vocational and University Education, Preschool Education and Primary Education under the Department, principals of vocational training institutions: Hai Phong Technical College, Hai Phong College of Economics, Hai Phong Medical College, VMU College, Hai Phong Technical and Vocational College, in coordination with the Management Board of Hai Phong Economic Zone, the Department of Home Affairs of Hai Phong city, had an effective working session with the Department of Education and Training of Yen Bai province and the People's Committee of Yen Bai province.

Accordingly, in the 2023-2024 and 2024-2025 school years, the Hai Phong Department of Education has supported the organization of online English teaching for 14 schools in Tram Tau, Mu Cang Chai districts and Nghia Lo town, with a total of nearly 3,000 lessons; supporting teaching and learning equipment for schools in the area such as televisions, computers, cameras, internet connections, books, desks and chairs and school uniforms. English teachers from Hai Phong all participate voluntarily, with high responsibility, solid expertise and rich experience in online teaching.

During the working session, delegates from the two localities exchanged and discussed the advantages and difficulties in the process of implementing joint programs on English teaching and vocational training. The two sides also proposed signing a memorandum of cooperation between vocational training institutions to enhance the effectiveness of coordination in recruitment and vocational training, promote propaganda to change learners' awareness, create a stable source of recruitment for vocational training institutions, and support access to new and modern technologies that are suitable for the development trends of the professions.

Speaking at the meeting, Mr. Dinh Minh Tuan, Deputy Director of the Department of Education and Training of Hai Phong city, proposed that in the coming time, the two Departments of Education and Training will discuss and agree on comprehensive cooperation, closely coordinate and assign specialized departments to specifically advise on cooperation contents to promote the effectiveness of coordination in implementing education and training tasks, vocational education; for industries and professions that Yen Bai province does not have the conditions to organize training, request vocational training institutions of Hai Phong city to support in training, promote connections with businesses in the city to introduce jobs, ensure output for students after completing the course; Propose that the professional departments of the two Departments of Education and Training study the "2+1" training model: intermediate and college level students will study the first 2 years in Yen Bai, then transfer to the 3rd year to study and perfect their skills at vocational training institutions in Hai Phong city, and immediately after that will be given the opportunity to work at enterprises in industrial parks and economic zones in Hai Phong city.

At the working session with the People's Committee of Yen Bai province, the Management Board of Hai Phong Economic Zone together with the Department of Home Affairs, the Department of Education and Training of Hai Phong city committed to accompany training establishments to solve employment for workers after vocational training. This is a strong commitment, affirming the responsibility and initiative of the economic zone management agency in ensuring output for learners. At the working session, representatives of the leaders of the Management Board of Hai Phong Economic Zone, the Department of Home Affairs, the Department of Education and Training of Hai Phong city together with the Department of Home Affairs, the Department of Education and Training of Yen Bai province signed a Memorandum of Understanding on Cooperation, training connection, job creation, and labor supply.   Yen Bai province to work at enterprises in industrial parks and economic zones in Hai Phong city, to form an official information channel on recruitment, training, retraining and labor supply needs between Hai Phong and Yen Bai.

This working trip and Memorandum of Understanding demonstrate the initiative of the Department of Education and Training of Hai Phong and Yen Bai province in coordinating and promoting vocational education, providing high-quality labor resources, contributing to the sustainable development of the two localities./.
