International cooperation to develop Vietnam's semiconductor industry

VTV.vn - On the afternoon of November 6, in Hanoi, Prime Minister Pham Minh Chinh received a delegation of international semiconductor business leaders.

Prime Minister Pham Minh Chinh chaired a working session with semiconductor enterprises of the Global Semiconductor Association on the occasion of his visit to Vietnam to attend the International Semiconductor Exhibition 2025.

At the meeting, delegates were impressed by Vietnam's socio -economic development achievements in recent times, especially the development strategy based on science and technology, especially the development of the semiconductor industry, in line with the world trend; highly appreciated and placed their trust in Vietnam's semiconductor development policies. Expressing their desire to continue investing in Vietnam, delegates proposed many solutions to develop the semiconductor ecosystem in Vietnam and connect globally, making Vietnam a semiconductor center of the region and the world.

Thanking the enthusiastic and responsible contributions, showing love for Vietnam, Prime Minister Pham Minh Chinh said that Vietnam aims for economic growth of 8% or more this year and double digits in the coming years to complete the two 100-year strategic goals. This is an extremely big challenge in the current context, so Vietnam must innovate its development model, including rapid and sustainable development; relying on science and technology, innovation, digital transformation, green economic development, circular economy, creative economy, especially related to the semiconductor and chip industry. This requires financial resources, science and technology, human resources; and support, assistance, and advice from international friends.

Emphasizing that Vietnam aims to design, manufacture, and test a number of necessary semiconductor chips by 2027 at the latest, the Prime Minister said that Vietnam is making efforts to build an open system; infrastructure for research, production, and manufacturing of semiconductors must develop synchronously, modernly, and smoothly; human resources and management must be smart.

The Prime Minister hopes that businesses will not only come to Vietnam to invest but also always accompany and help Vietnam develop a semiconductor manufacturing ecosystem; perfect institutions, invest in infrastructure, research and development centers to create "Made in Vietnam" products; cooperate and support Vietnamese businesses, including small and medium-sized enterprises, to participate in the ecosystem and global value chain in the semiconductor field; advise on policies, modern management processes, and train high-quality human resources for Vietnam to be self-reliant in this field.

The Prime Minister said that with the motto of "harmonizing benefits and sharing risks", Vietnam will create all favorable and open conditions for businesses to invest and cooperate; including building a National Investment Single Window under the direction of General Secretary To Lam and it will be completed this year. The Prime Minister especially emphasized the spirit of "unity creates strength; cooperation creates added value; always exchanging and dialogue to increase trust for mutual development".
