The twinning with Sancti Spíritus province of Cuba, a locality with strengths in agriculture , cultural tourism and biomedical technology, aims to create a foundation for substantive, multi-layered cooperation, contributing to making Lam Dong a "biotechnology valley", an international model for science and technology application.
On the morning of August 15, the People's Committee of Lam Dong province announced that Chairman of the Provincial People's Committee Ho Van Muoi had just worked with the Green Economy Institute on implementing the following contents of the Vietnam-Cuba Biomedical Technology Cooperation Workshop, held in Lam Dong in June 2025.
At the meeting, the Green Economy Institute proposed to develop and implement the project “Vietnam-Cuba Biotechnology Development Cooperation Program” to implement Resolution 57-NQ/TW. At the same time, it proposed to select Sancti Spíritus province of Cuba, a locality with strengths in agriculture, cultural tourism and biomedical technology, to form a sister city with Lam Dong province on the occasion of the 65th anniversary of the establishment of Vietnam-Cuba diplomatic relations (1960-2025).
This initiative aims to create a foundation for substantive, multi-layered cooperation, contributing to making Lam Dong a "biotechnology valley", an international model for applying science, deep processing and circular economy in agriculture, healthcare, and sustainable tourism, creating practical value for socio-economic development, and raising the province's position in the international arena.
The two sides agreed on a number of key cooperation directions, such as research, development and clinical science and technology; training high-quality human resources; building a model for experimental production and commercialization of biomedical products... This is a step to concretize Resolution 57 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
Concluding the meeting, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi emphasized that the twinning with Sancti Spíritus province and cooperation in establishing the "Biotechnology Valley" scientific complex affirms Lam Dong's determination in attracting international cooperation, developing high technology, and at the same time creating a highlight in culture, science and tourism.
The Chairman of the Lam Dong Provincial People's Committee agreed with the proposal for cooperation between the University of Havana and universities in Lam Dong to train human resources in agriculture, tourism, preventive medicine and develop high-quality human resources ; at the same time, implement programs to transfer, research and apply Cuban technology.
He suggested that the Green Economy Institute soon report to the competent authority and ask for approval on signing a cooperation agreement and twinning between Lam Dong province and Sancti Spíritus province; thereby, opening up opportunities for sustainable cooperation, economic and cultural exchange, especially in science and biomedical technology.
As reported by Nhan Dan Newspaper, at the Workshop on “Vietnam-Cuba Biomedical Technology Cooperation”, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Tran Luu Quang emphasized that the workshop is a very meaningful activity to concretize the joint statement, in line with the development orientation, in line with the potential and strengths of Vietnam and Cuba.
He highly appreciated Lam Dong 's initiative and strategic vision in pioneering cooperation with Cuba in the field of biomedical technology; thereby, contributing to concretizing Resolution No. 57 and creatively integrating and realizing all four resolutions of the "strategic quartet" issued by the Central Committee.
