Implementing the adjusted Power Plan VIII and the Provincial Plan for the period 2021 - 2030, with a vision to 2050, Lang Son province has been allocated targets for developing power source projects, including 22 wind power projects with a total capacity of 1,444 MW, along with a system of 500kV and 220kV transmission grid projects to ensure stable power supply, serving socio-economic development, security and defense in the province. In recent times, departments, branches and investors have actively carried out surveys, wind measurements, prepared investment proposal documents and carried out procedures according to regulations, initially achieving some important results.
Regarding the implementation of wind power projects and power infrastructure systems: up to now, 21/22 projects have completed the installation of wind measuring columns, 14 projects have completed wind measurement, 06 projects are continuing to measure, 01 project is constructing measuring columns; 15 projects have submitted proposal documents; The Department of Industry and Trade has advised the Provincial People's Committee to consider and approve project information for 07 projects in accordance with regulations.
Regarding the preparation for selecting investors, the work is being actively implemented. However, the implementation process has encountered some difficulties and obstacles such as: there is no mechanism to determine the investor and the mechanism to socialize transmission grid projects; the Ministry of Industry and Trade and EVN have not issued a specific investment plan; the ceiling price for wind power generation has not been issued, causing difficulties in calculating project efficiency, etc.
At the meeting, representatives of investors also reported on the survey progress, advantages and difficulties as well as recommendations and solutions to speed up implementation procedures in the coming time.
Comrade Dinh Huu Hoc, Permanent Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.
Concluding the meeting, Mr. Dinh Huu Hoc, Standing Vice Chairman of the Provincial People's Committee, welcomed businesses that have shown interest in Lang Son province, especially in organizing the implementation of the National Power Development Plan for the period 2021 - 2030 and paying attention to wind power projects in the province. He affirmed that Lang Son province has identified the new growth driver and new growth for the province in the period 2021 - 2030 as wind power plants. Therefore, the province will always pay attention and accompany investors to promptly resolve difficulties and obstacles.
The comrade requested the Department of Industry and Trade to preside over and coordinate with the Department of Finance and Lang Son Electricity Company to advise the Provincial People's Committee to issue a document requesting the Ministry of Industry and Trade and Vietnam Electricity Group to guide the mechanism for determining the subjects investing in the transmission grid and transformer station works according to the socialization mechanism, to be completed before November 30; at the same time, continue to organize invitations of interest for 07 qualified projects until the end of this year; continue to appraise the remaining projects, submit plans to organize invitations of interest/bidding in the first quarter of 2026; continue to propose adjusting or abolishing the regulation on land use rate of 0.35 ha/MW for wind power projects.
The Department of Finance guides the procedures for receiving project proposal documents, appraising investor capacity, supporting research on investment mechanisms for items outside the fence as proposed by enterprises; coordinating consultation on updating the power development plan into the Provincial Planning.
Departments, branches and People's Committees of communes with power projects urgently complete and update planning boundaries, forestry and land planning, and resolve administrative procedures to serve project implementation. Create favorable conditions for investors during the survey and project implementation process.
The National Power Transmission Corporation, EVN and the Northern Power Corporation will soon have plans to implement transmission grid projects; investors continue to complete appraisal documents so that the projects can be implemented soon in the near future./.
