However, according to the Chairman of the People's Committee of Kim Long Ward, Mr. Dong Si Toan, the Department's sending of notices in the morning made schools and parents passive. "In fact, the locality should proactively notify schools because by closely monitoring the situation, decision-making will be faster and more appropriate," said Mr. Toan.

Some parents reported that the late notification of school closures made it difficult for them to pick up and drop off their children, especially at kindergartens. The opinion of the Chairman of the People's Committee of Kim Long Ward received high approval from the leaders of wards/communes in Hue City.

A leader of A Luoi 1 commune shared: Since the beginning of storm No. 12, the Department of Education and Training has issued two documents. The first document noted the need to protect property and stipulated that the decision to let students and teachers take time off from school and teaching will be announced by the Department. The second document is for students in the entire city to take time off from the afternoon of October 22 to the end of October 23 to avoid the storm.

According to this leader, "It is reasonable for the Department to give local authorities the power to proactively let students take time off from school. The Department is in the plains, how can they know where there is rain or landslides in A Luoi. Waiting for the Department to announce the time off may be too late."

Heavy rain has caused some areas in Hue city to be flooded, affecting people's lives.

According to the Hue City Civil Defense Command, heavy rain lasting from the evening of October 23 to the morning of October 24 caused some plain areas of Hue City to be partially flooded.

The water level on the Huong River and the Bo River is currently about 30cm lower than the second warning level; low-lying areas such as Quang Dien, Dan Dien, Hoa Chau, Phu Vang, Phu Ho, Phong Dinh, Thuan An... are flooded from 0.3-0.6m. Local authorities have placed warning signs on deeply flooded roads to ensure traffic safety.

Flood forecast in the coming days is still very complicated, people need to follow information from official channels to take timely precautions.
