Hung Yen: Handing over the land for Ninh Binh - Hai Phong expressway in November 2025

The Ninh Binh - Hai Phong Expressway - a "strategic traffic artery" connecting the northern coastal provinces with the North - South Expressway axis, strives to hand over the site in November 2025, creating momentum to promote socio-economic development of the entire Red River Delta region.

On October 9, the People's Committee of Hung Yen province held a meeting to listen to relevant units report on the progress of the Ninh Binh - Hai Phong expressway project, the section passing through Ninh Binh and Hung Yen provinces.

According to the report, the Ninh Binh - Hai Phong Expressway (CT.08) investment project under the PPP method, the section passing through Hung Yen province, has so far completed site clearance of more than 203 hectares, reaching 98.6% of the total area. Of which, the agricultural , traffic and irrigation land has been handed over at a rate of 93.7%. Compensation, support and resettlement for the remaining residential land area is being implemented, expected to be completed in 2026.

In Hung Yen, contractors, consultants and construction units are urgently focusing resources, speeding up progress in key items such as the Red River overpass, Tra Ly bridge, concrete structures and bridge and culvert systems. However, in reality, there are still some locations in residential areas or in the area of ​​converted land, agricultural land that have not been handed over, causing a certain impact on the overall progress of the project.

At the meeting, delegates frankly discussed and analyzed the causes of difficulties and obstacles in the implementation process, and proposed many solutions, especially in site clearance, resettlement arrangements, as well as ensuring the source of construction materials for construction.

Concluding the meeting, the Vice Chairman of the People's Committee of Hung Yen province emphasized: the Ninh Binh - Hai Phong expressway has a particularly important meaning in connecting regions, promoting socio-economic development, strengthening national defense and security, while creating competitive advantages and attracting investment for Hung Yen as well as the Red River Delta region.

Provincial leaders requested all levels, sectors and localities to continue to focus on site clearance, resolutely remove bottlenecks, and ensure a stable supply of construction materials to meet progress requirements. Investors, after being handed over the site, need to quickly start construction, ensuring progress and quality of the project.

The province aims to complete the handover of all agricultural land, residential land of known origin and resettlement land by the end of November 2025 at the latest. At the same time, relevant units need to urgently complete procedures for relocating affected technical infrastructure works, promptly hand over clean land, creating conditions for project items to be implemented smoothly, synchronously and effectively.
