On March 20, 2025, the People's Committee of Hung Yen province issued Decision No. 668/QD-UBND on merging the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development with the Center for Technical Consulting on Dikes and Irrigation. The new unit after the merger will be named the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development under the Department of Agriculture and Environment of Hung Yen province.
According to the decision, this Project Management Board will operate in the form of a public service unit, with legal status, its own seal and account in accordance with the provisions of law. The unit will be under the direction and management of the Department of Agriculture and Environment, and at the same time subject to guidance, inspection and professional examination by competent state agencies.
The People's Committee of Hung Yen province assigned the Director of the Department of Agriculture and Environment to preside over and coordinate with the Department of Home Affairs, the Department of Finance and relevant agencies to perform the following tasks:
Review and hand over all functions, tasks, organizational structure, personnel, finance, assets, facilities, equipment, land, construction works, records, documents and investment projects from the two old units to the new unit.
Organize handover in accordance with legal regulations to ensure continuous and effective operations.
The head office of the Project Management Board for Investment in Construction of Agricultural Works and Rural Development is located at the Inter-agency Building of the Department of Agriculture and Environment, No. 01, Nguyen Luong Bang Street, Hien Nam Ward, Hung Yen City.
This Decision takes effect from the date of signing and promulgation (March 20, 2025). At the same time, Decision No. 2615/QD-UBND dated September 29, 2017 of the Provincial People's Committee on the establishment of the Management Board for investment projects in construction of agricultural works and rural development previously officially abolished.
The merger of these two units is part of the roadmap to arrange and streamline the management apparatus and improve the operational efficiency of public service units in Hung Yen province.
