The People's Committee of Hung Yen province has just sent a document to the Prime Minister and the Ministry of Finance regarding investment support for the construction of a road connecting the Hanoi - Hai Phong expressway with Dong Tu intersection, Hung Ha commune, Hung Yen province.
Accordingly, the People's Committee of Hung Yen province proposed the Ministry of Finance to consider and report to the Prime Minister to support about 6,000 billion VND for the investment project to build a road connecting Hanoi - Hai Phong expressway with Dong Tu intersection, Hung Ha commune, Hung Yen province in the central budget's medium-term public investment plan for the period 2026 - 2030.
The investment project for the connecting route of Hanoi - Hai Phong expressway with Dong Tu intersection, Hung Ha commune, Hung Yen province has construction locations in the communes of Pham Ngu Lao, An Thi, Nguyen Trai, Hong Quang, Doan Dao, Tien Tien, Tien Hoa, Tong Tran, Ngu Thien, Tien La, Hung Ha (in Hung Yen province).
The project has its starting point (Km0+000) at the intersection with Hanoi - Hai Phong expressway (about Km31+100, Hanoi - Hai Phong expressway) in An Thi commune, Hung Yen province; its end point (Km30+330) at Dong Tu intersection, in Hung Ha commune, Hung Yen province, with a total length of the research route of about 30.33 km.
For the road section, the Project will invest in completing the main route with a cross-section width of 24 m (parallel roads on both sides of the main route have been invested in previous projects).
For the bridge section, the Project will invest in building Hung Thai bridge across Luoc river, level II scale, 4 lanes.
Other items of the Project include investment in completing the intersection connecting to the Hanoi - Hai Phong Expressway, intersections on the route, bridges on the route, overpasses, and pedestrian overpasses to ensure traffic safety, convenient connection and effective exploitation of the main route at high speed.
The total investment of the Project is expected to be 8,000 billion VND, including 6,000 billion VND from the central budget and 2,000 billion VND from the provincial budget; implementation period is from 2025 to 2029.
Mr. Nguyen Le Huy, Standing Vice Chairman of the People's Committee of Hung Yen province, said that the need to connect traffic from the Hanoi - Hai Phong expressway with national highways and provincial roads, especially connecting with the Ninh Binh - Hai Phong expressway (being invested by the Ministry of Construction) and passing through Hung Yen and Ninh Binh provinces is an inevitable requirement in inter-regional economic development.
Up to now, Hung Yen province has basically built the parallel road of the above route, Tan Phuc - Vong Phan (DT.386C), and has approved and started the investment project to build the road from Thai Binh ward to Hung Ha commune connecting with Pho Hien ward, Hung Yen province.
However, according to the scale of the two approved projects, there is currently no investment in a bridge across the Luoc River connecting the two routes and no investment in the main route (between the two parallel roads).
To synchronously implement the socio-economic development goals of the two provinces after the merger, Hung Yen province identified the key task for the 2026 - 2030 period as focusing on completing the inter-regional traffic system and connecting with disadvantaged areas, prioritizing the handling of traffic bottlenecks, especially the construction of river bridges connecting the routes.
According to the leader of the People's Committee of Hung Yen province, the investment in completing the main route and the bridge over the Luoc River is necessary to open up the direction of economic development towards the sea, creating breakthroughs in the fields of seaports, energy, entertainment services, resorts, and marine ecology.
Currently, the province is focusing on investing in key transport projects such as: The project of connecting cultural heritage, tourism and economic development along the Red River; the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh (CT.08); the Thai Binh - Con Vanh road; the coastal road; and the main roads in the Thai Binh Economic Zone.
"Ensuring the balance of budget capital to implement projects is facing many difficulties, so receiving central funding support is very important and urgent in the current context," said the leader of Hung Yen Provincial People's Committee.
