New guidelines on salaries and bonuses in state-owned enterprises

The Ministry of Home Affairs has just issued Circular 003/2025/TT-BNV guiding the implementation of labor management, wages, remuneration and bonuses in state-owned enterprises.

The Ministry of Home Affairs has just issued Circular 003/2025/TT-BNV guiding the implementation of labor management, wages, remuneration and bonuses in state-owned enterprises according to the provisions of Decree 44/2025/ND-CP. Circular 003 takes effect from June 15, 2025 and the regimes are applied from January 1, 2025.

Circular 003 applies to employees working under contracts; officers, professional soldiers, defense workers; police, people working in secretarial work; enterprise executive boards; members of the board of directors, members' councils; controllers; representatives of state capital at enterprises; and related agencies, organizations and individuals.

Determining wages is linked to pre-tax profit, labor productivity and return on equity. For non-profit enterprises, the alternative indicator is revenue minus expenses after removing objective factors.

Enterprises are responsible for developing labor plans, recruiting and implementing labor policies according to regulations. Enterprises must develop or adjust salary scales, salary tables and salary allowances if the current levels do not meet the requirements of Decree 44. Salary reviews are conducted annually to ensure compliance with new regulations.
