Huong Lo 2 connecting to the highway to Ho Chi Minh City will receive public investment.

On April 20, the acting Chairman of Dong Nai Provincial People's Committee signed a document to the Department of Planning and Investment regarding the implementation of the extended Huong Lo 2 road project (section 2) from Vam Cai Sut bridge to the intersection with Ho Chi Minh City - Long Thanh - Dau Giay expressway.

Vam Cai Sut Bridge connects section 1 and section 2 of Highway 2 to help connect Bien Hoa city to Ho Chi Minh City - Long Thanh - Dau Giay expressway.

In which, agree with the proposal of the Department of Planning and Investment on separating the route of Huong Lo 2 project, the section from Vam Cai Sut bridge to the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection from the Amata Long Thanh city project and the KN Bien Hoa new urban area project.

Dong Nai provincial leaders also assigned the Department of Planning and Investment to preside over and coordinate with relevant units to work specifically with Amata Long Thanh City Company Limited and Long Thanh Golf Investment and Trading Joint Stock Company.

Thereby, agree on solutions to implement procedures related to separating the route of the extended Huong Lo 2 project in accordance with legal regulations. Report the results to the Provincial People's Committee before May 11.

Huong Lo 2, section 1 and Vam Cai Sut bridge are currently under construction and are nearly completed.

Huong Lo 2 is currently constructing phase 1 from National Highway 51 to Aqua City project and Vam Cai Sut bridge to connect phase 1 and phase 2. Currently, Vam Cai Sut bridge is nearing completion, of which, the main bridge has been completed.

Therefore, the departments have proposed a plan to implement phase 2, in order to soon exploit the connection function of Vam Cai Sut bridge and the entire Huong Lo 2 route.

When fully operational, Huong Lo 2 will create a new direction from Bien Hoa to Ho Chi Minh City via the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. It will reduce the load on the existing National Highway 51 and shorten the travel time to Ho Chi Minh City.

Huong Lo 2, Section 1, is also being accelerated by the contractor.

Previously, section 2 of Huong Lo 2 belonged to the Amata Long Thanh city project (invested by Amata Long Thanh City Company Limited) and the new urban area KN Bien Hoa (invested by Long Thanh Golf Investment and Trading Joint Stock Company).

However, due to some difficulties and procedural problems, section 2 has not been implemented. This puts the route at risk of not being able to connect to Long Thanh Expressway to go to Ho Chi Minh City.

Faced with the urgent need for a connecting road to promote the function of Vam Cai Sut bridge, the Department of Transport proposed that the Department of Planning and Investment propose that the Dong Nai Provincial People's Committee propose that the Dong Nai Provincial People's Committee separate the road from the project of the two above enterprises.

Since then, the Department of Planning and Investment has also proposed that the People's Committee of Dong Nai province invest in phase 2, Huong Lo 2.

However, to invest in public projects, it is necessary to ensure the conditions for approving the project investment policy as prescribed in Clause 2, Article 18, Law on Public Investment 2019 (not overlapping with programs and projects that have had investment policy decisions or investment decisions).

Therefore, it is necessary to separate the road section from the projects of the above enterprises.
