Starting from June 1, Thuy Khue Tourism Company Limited, Tan Phu Ward, Dong Xoai City, has been able to issue electronic invoices generated from the cash register to customers.
Ms. Trinh Thi Nghin, Director of Thuy Khue Tourism Company Limited, shared: “As a business unit in tourism and hand-carried goods with over 230 items, for many years, the company has been completely managed by electronic software. Recently, the company has upgraded and connected data with the tax authority to implement electronic invoices for customers. Initiating electronic invoices from the cash register helps the company strictly manage the input and output of goods, and at the same time be more transparent in implementing tax obligations according to regulations”.
The tax sector has stepped up propaganda and guidance for business households on new regulations and the practical benefits of using electronic invoices generated from cash registers.
For Sophie Mart store in Tan Dong ward, Dong Xoai city, the implementation of electronic invoices generated from the cash register has brought many practical benefits. “The store is trading in consumer goods, food, domestic and imported fruits with thousands of different small retail items, so the implementation of electronic invoices generated from the cash register brings many advantages, reduces tax declaration procedures, helps the store control inventory and daily revenue. Thereby improving professionalism with customers and ensuring competitiveness and transparency” - Ms. Le Vu Nhu Thuy, employee of Sophie Mart store said.
Using electronic invoices generated from cash registers not only helps to make transactions transparent and reduce costs, but also brings many practical benefits to businesses and individual businesses such as: saving time and costs; transparency and accuracy; convenience in management; increasing reputation with customers... However, there are still businesses that hesitate due to lack of guidance, concerns about the cost of investing in software and equipment; and also struggling to calculate VAT on sales invoices, which can affect competitiveness and reduce customers.
Ms. Nguyen Thi Xuan Dao in Suoi Cam quarter, Tien Thanh ward, Dong Xoai city said: Previously, paying lump-sum tax did not require input declaration, now we declare invoices electronically from cash registers, so we have to strictly manage the input and output of goods, so it takes time to prepare machinery and install software. I hope the tax authority will consider the roadmap, helping small businesses have time to adapt and comply better.
Strengthening support for taxpayers
From June 1, business households and individuals with revenue of VND1 billion/year will no longer be able to use the lump-sum tax method but must switch to declaring and paying taxes directly based on actual revenue. Business households with revenue below this threshold are temporarily exempted, but are encouraged to proactively switch. From the beginning of next year, the lump-sum tax calculation method will be abolished and completely replaced by declaration based on actual revenue. In preparation for this major change, in recent days, tax authorities and business households have coordinated with solution providers to help business households and enterprises understand the benefits, responsibilities, and effectiveness of using electronic invoices.
Mr. Vu Duc Quang, Director of Dong Xoai Sales Department, VNPT Binh Phuoc said: Dong Xoai area has about 256 business households with revenue of over 1 billion VND/year that must use electronic invoices generated from cash registers. We are implementing many solutions to accompany business households, increase support forces, install, guide and promptly answer questions for taxpayers.

“In addition to deploying electronic invoices initiated from cash registers, installing digital signatures, equipping technology infrastructure, completing sales management software, etc., VNPT network also has many preferential policies, promotions, 30% discounts for customers using the entire month of June and many other great incentive packages for customers using VNPT's service packages" - Mr. Nguyen Van Thanh, Deputy Director of Business Center, VNPT Binh Phuoc emphasized.
Together with the 24/7 support solution provider, the tax authority is currently coordinating with banks to open accounts and support to remove obstacles right at the tax authority so that business households can gradually get acquainted with electronic invoices generated from cash registers. Mr. Vo Van Tuyen, business household customer management specialist, Techcombank Binh Phuoc said: We support business households to open accounts and link accounts with eTax Mobile, helping to simplify, reduce paperwork and ensure accuracy and safety in transactions for customers so that business households can pay taxes more easily.
Banks are also actively supporting business households to open accounts and link accounts with eTax mobile so that business households can look up and pay taxes easily.
Previously, the traditional method of manually recording lump-sum tax often resulted in unclear information, difficulty in calculating accurate revenue and difficulty in tracking costs. Decree No. 70/2025/ND-CP was issued to overcome these limitations. According to the new regulations, electronic invoices generated from cash registers are connected to transfer electronic data to tax authorities. Buyers can retrieve and declare information on electronic invoices generated from cash registers by organizations and individuals selling goods and providing services from the cash register system, and data is transferred to tax authorities according to regulations.
Mr. Tran Ngoc Bay, Deputy Head of the Individual Business Household Management Team No. 1, Dong Xoai - Dong Phu - Bu Dang Inter-District Tax Team said: As soon as the new decree was issued, the unit increased propaganda, promoted coordination with software providers and accompanied taxpayers, removed arising difficulties and problems; assigned tax officers to directly guide businesses to fully grasp the new regulations and clearly see the practical benefits of using electronic invoices generated from cash registers.
Before the regulation to abolish lump-sum tax, some stores temporarily closed or adjusted payment methods, stopped accepting bank transfer payments. Some units accepted bank transfers but announced additional fees, taxes or told customers not to record transaction content related to the words "buy and sell", "pay", "deposit money". This means avoiding actual revenue. Experts recommend that business households should proactively learn about Circular 70, discuss directly with tax officials and consult information from many official sources to clearly understand the policies, rights and responsibilities, and avoid violating tax laws. |
The implementation of electronic invoices from cash registers for business households under the provisions of Decree No. 70/2025/ND-CP is one of many steps in the roadmap to build a modern and transparent tax system. This is a major and fundamental step in the roadmap to eliminate the lump-sum tax by 2026 and switch to a self-declaration and self-payment mechanism, according to Resolution No. 68-NQ/TW of the Politburo on private economic development. This is a step demonstrating the Government's determination to build a modern, fair and sustainable business environment.
