Ms. Nguyen Thi My Duyen has had a grocery store at Bu Dang market, Duc Phong town for more than 10 years. Up to now, she has paid lump-sum tax, but since June 1, her grocery store is required to issue electronic invoices (E-invoices) generated from computers connected to transfer electronic data to the tax authority. Ms. Duyen said that although she was invited to attend training, most of the buyers in the market have paid in cash, but since the Covid-19 pandemic, there have been a few cases of buyers paying by scanning QR codes. Now that she is required to implement E-invoices, she is asking the tax department and network operator for support and guidance to comply with the law.
Ms. Nguyen Thi My Duyen said that although she had attended training, most of the buyers paid in cash when doing business at the market, so she was confused when implementing electronic invoices.
Mr. Tran Quang Thai, owner of Thai Binh Furniture Store in Duc Phong Town, also has to use electronic invoices generated from computers connected to transfer electronic data to the tax authorities because his revenue is over 1 billion VND/year. Mr. Thai shared: “Since using electronic invoices, I have issued invoices for every sale, which is more transparent and clear than before. The store imports goods with clear origins, invoices and documents, and when selling goods, it also issues clear invoices to make everything transparent and pay taxes in full.”
Mr. Tran Quang Thai said that since using electronic invoices, he has issued invoices for every sale, creating transparency in business.
However, small businesses like Mrs. Pham Thi Thanh's household in Minh Hung market, Minh Hung commune, when hearing that they had to switch to electronic invoices, could not help but feel confused: "We just hope to pay lump-sum tax or something like that, but it's too complicated. Now, if I have to make an electronic invoice for every sale of 500-1,000 VND like this, how can I know everything?"
Bu Dang district has more than 1,700 business households, of which more than 20 households have revenue of over 1 billion VND/year and about 30 households have input of over 1 billion VND/year. Before Decree 70 took effect, the tax sector organized training for business households in the area.
Mr. Nguyen Van Thanh, Head of Business Household Management Team No. 3, Tax Team of Dong Xoai, Dong Phu, Bu Dang districts informed: “All business households are now familiar with the lump-sum tax form. Switching to electronic invoice declaration is still stuck with network operators to install the invoice issuance application. Currently in Bu Dang, there are very few network operators, only Viettel and VNPT. Therefore, the network operators are overloaded, and it will take until mid-June to install it.”
Binh Phuoc has about 50 thousand e-tax mobile accounts installed, of which about 99% are business households. Using electronic invoices to connect data directly with tax authorities helps to record accurately, prevent loss of state budget revenue, and at the same time create a fair playing field in business with businesses that pay taxes fully.
