On the bus carrying the delegation of officials of the Provincial Association for the Promotion of Education to attend the meeting of the Southeast Education Promotion Cluster, held in Ba Ria - Vung Tau province, the phone started ringing. First was a call from the association's president to the accountant, requesting to immediately contact the Association for the Promotion of Education of districts, towns, and cities to complete the handover and sealing of documents related to the Fund for the Promotion of Education and Talents. Next, my phone screen flashed with the request from the association's president to immediately draft a document to send to departments and branches about stopping the organization of the commendation ceremony in 2025 because of the lack of time. The association's secretary quickly called her friend to cancel the picnic of several families that had been scheduled earlier, because she had to gather with the association members to complete the procedures for terminating operations and merging with the Dong Nai Province Association for the Promotion of Education. The driver tried to keep his voice down so as not to disturb the other members of the bus, but everyone knew that it was a call to consult his mother-in-law about transferring the breakfast restaurant on Le Duan Street (Dong Xoai City), because there would be few customers soon... Then, as if suddenly remembering something important, the secretary quickly called home to ask her mother to come and help in early July because she did not have a plan for the school for her two children. The head of the association's office, who was the most relaxed person on the bus, suddenly let out a voice:

- I only do association work, there is not much work but it is so rushed and urgent, I don't know how the departments, branches, and specialized units manage with a mountain of work to do in a short time!

It was exactly as the chief of the association's office had feared. In the evening, I called my sister who was working at the Department of Finance to ask for advice on procedures related to the budget account and the account of the Scholarship and Talent Promotion Fund before the province's merger, and I heard many people. I asked her why it was almost 10pm and she was still making so much noise. She replied:

- All departments of the department are still working, ma'am!

It turns out that the Department of Finance, like many other specialized departments and agencies, has to work on Saturdays and Sundays and work all night. Looking at the work schedules of the Provincial Party Committee and Provincial People's Committee, it can be seen that since the Lunar New Year until now, almost every week, provincial leaders have been scheduled to work on their days off. At the central level, a series of issues have been raised such as prioritizing investment in infrastructure and traffic connecting with large areas after the reorganization; reforming salary policies after the merger, because the workload has increased, the scope of management is wider, and the responsibility for officials and civil servants is also much greater; how to manage and exploit a large number of redundant offices after the merger so as not to damage or waste public assets... With the frequency of new documents being issued, thoroughly grasped and continuously implemented even on weekends, it shows that central-level officials and civil servants have to work up to 200% capacity.

The simultaneous merger of provinces and cities, along with the arrangement and streamlining of the apparatus, is a very important policy of the Party and the State and is unprecedented, creating many layers of emotions and having a great impact on social life. This event has deeply touched the feelings and hearts of every cadre, civil servant and citizen. Besides the eagerness and anticipation of the majority of people, cadres - civil servants, provincial and central leaders before the opportunity to expand development space, strengthen economic strength and attract investment, it is inevitable that there will be concerns and worries. A series of important and urgent issues are raised from each individual to family, agencies and units from provincial to communal levels. That is the consideration of who goes and who stays; the negotiation between departments, branches, agencies and units between the merged provinces to build and unify the merger project; the resolution of major disruptions to families and children's education; Travel and working conditions for cadres and civil servants moving to new provinces and cities; policies and regimes for cadres and civil servants who resign or become redundant...

For people in localities that merged into provinces and no longer have the old name, such as Binh Phuoc , many people feel confused, even disappointed, and lost in the face of such a big change. They are afraid that without a name, they will lose their local identity. They are afraid that moving to a new province will not only face disruptions in daily life but also other psychological factors... However, the bold, strong and drastic decisions of the Party Central Committee with the highest goal of creating sustainable development for the country and taking better care of people's lives have been fully agreed and supported by cadres, party members and people. Many localities, including Binh Phuoc, have prepared themselves for the historic merger. The feelings of confusion and disappointment will quickly pass, giving way to pride that we are living in memorable historical days, directly contributing to the great and meaningful changes that many future generations will recognize.
