Faced with the complicated situation of floods and rains, the unprecedented large volume of water flowing downstream, causing separation and isolation in many areas, especially in the eastern communes and wards, the Provincial Party Standing Committee requested Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations to immediately implement the Prime Minister's instructions in the telegrams on focusing on responding to exceptionally large floods. At the same time, deploy the following urgent tasks:

The Provincial Party Committee led the Provincial People's Committee to direct: mobilizing maximum military, police and other forces; using all means to immediately access deeply flooded and isolated residential areas to evacuate people to safety;
Rescue units must widely publicize hotline numbers and assign staff to be on duty 24/7 to receive people's distress calls. The first requirement is to ensure smooth communication; prepare enough food (especially dry food), drinking water, and medicine. The guiding spirit is to absolutely not let people go hungry, thirsty, without shelter or without warm clothes;
Regarding infrastructure, it is necessary to urgently fix problems with electricity, water, telecommunications and key traffic routes to serve the command, operation and relief work. At deep flooded areas, with fast flowing water and damaged bridges and culverts, it is necessary to organize traffic flow and put up safety warning signs;
The health sector mobilizes maximum human resources, supplies, and medicines to examine and treat people, giving top priority to medical facilities in the Eastern region. Immediately after the flood recedes, environmental sanitation, disinfection, and guidance for people on how to treat domestic water sources to prevent epidemics must be implemented.

In addition, proactively prepare capital, seeds and materials to support people to restore production and stabilize their lives immediately after the flood recedes.
The Provincial Party Committee of the Vietnam Fatherland Front leads the Provincial Committee of the Vietnam Fatherland Front: reviewing resources, organizing calls, mobilizing and receiving support resources from organizations and individuals. Centralized relief reception points are established in both the Eastern and Western regions. Specifically, in the East, the reception location is the Headquarters of the Advisory and Support Agencies of the Provincial Party Committee, Base 2 (No. 02 Nguyen Huu Tho, Binh Kien Ward).
The Provincial Party Standing Committee requested agencies and units to temporarily suspend programs and meetings that are not really urgent. At the same time, it reminded communes and wards, especially in the Western region (less affected or lightly affected areas), to absolutely not be subjective; proactively prepare forces and means to be ready to support, participate in rescue and support compatriots in communes and wards in the Eastern region that are heavily affected by floods.
Provincial Party Committee members and members of the Provincial Party Standing Committee, according to their assigned fields and localities, directly direct and supervise the work of responding to and overcoming the consequences of natural disasters in affected communes and wards.
