
The Ministry of Construction requires road management units to coordinate with local construction departments to organize remote traffic control, assign guards, install buoys, barriers, and signals at flooded locations, overflow tunnels, broken roads, and landslides; and ban roads at dangerous locations (overflow tunnels, bridges, ferries, etc.) on national highways in areas affected by the Ba and Kon river basins.
At the same time, road management units focus on inspecting, reviewing, and promptly repairing traffic routes that have been cut off, especially key national highways and main traffic axes; pay attention to ensuring safety during the construction process to overcome the consequences caused by floods, especially construction items in areas that are experiencing landslides and deep flooding.
Regarding the railway sector, the Ministry of Construction requires units to concentrate machinery, vehicles, and human resources to fix problems; have plans to ensure safety at railway bridges at risk of being swept away by floods; have plans to stop and space trains reasonably to avoid congestion at stations with isolated traffic.
The Vietnam Maritime and Waterways Administration and the Civil Aviation Authority of Vietnam need to strengthen infrastructure inspections, promptly detect and handle incidents, and ensure safe operations.
In particular, local construction departments need to have appropriate transportation plans to ensure safety; strictly control departure activities, and not allow vehicles, especially fixed-route passenger buses traveling at night, to pass through areas where roads are prohibited, bridges are prohibited, and areas where roads are being eroded.
