Dong Hai District: Actively implementing planning and attracting investment

The Provincial People's Committee has just issued Decision 478 approving the Construction Planning of Dong Hai District to 2030 and vision to 2050. These are very important orientations for Dong Hai to focus on exploiting and promoting its inherent potentials and advantages in conjunction with promoting investment attraction.

FOCUS ON RAPID DEVELOPMENT

The construction planning of Dong Hai district must ensure compliance with the orientation of Bac Lieu Provincial Planning for the period 2021 - 2030, with a vision to 2050 and other relevant contents of the province and district. At the same time, the planning must be based on ensuring sustainable development of the natural environment, adapting to climate change and rising sea levels; must exploit the strengths of natural geography, land resources, traffic connections, relationships with surrounding urban areas and be consistent with the cultural, historical and traditional factors of the locality. Building new rural areas in the process of urbanization in the district, aiming to form residential areas and infrastructure at the district level in line with the industrialization and modernization process of agriculture , rural areas, agricultural structure and improving the living conditions of rural people close to those of urban people.

In addition, continue to concretize Resolution 06 of the Provincial Party Committee, term XV, to build Dong Hai into a key district in marine economy , striving to gradually achieve the criteria for upgrading to a town, focusing on rapidly developing advantageous marine economic sectors on the basis of effectively exploiting the potential in the district, focusing on developing renewable energy; aquaculture, exploitation, and processing of aquatic products, focusing on breeding shrimp and food shrimp; developing eco-tourism, trade services, education and health services.

Along with that is the development of technical infrastructure, social infrastructure to meet the requirements of resource exploitation, rapid and sustainable socio-economic development. Creating a legal basis for construction management, establishing construction plans, establishing investment projects and calling for investment in the district as a basis for orienting the overall socio-economic development of Dong Hai district in each period...

BREAKTHROUGH IN MARINE ECONOMY

To effectively implement the planning and exploit these advantages, in the orientation of agricultural, forestry and fishery development, Dong Hai district will develop concentrated aquaculture areas according to the orientation of Bac Lieu Provincial Planning for the period 2021 - 2030, with a vision to 2050, including: Super-intensive shrimp farming areas applying high technology concentrated in Dien Hai, Long Dien Tay and Long Dien Dong communes; Intensive and semi-intensive shrimp farming areas concentrated mainly in Long Dien, Long Dien Tay and Long Dien Dong communes; Combined shrimp-rice farming areas in Long Dien Tay and Long Dien Dong A communes; Improved extensive shrimp farming areas combined with other aquatic species in 5 communes of sub-region II and Long Dien Tay commune; Coastal aquaculture and protection forest areas: Models of aquaculture combined with forest planting and protection (research suitable to natural conditions and sustainable economic values ​​are specified in the Plan to implement the Strategy for sustainable agricultural and rural development associated with restructuring the agricultural sector of Bac Lieu province for the period 2021 - 2030 and vision to 2050) to reduce dependence on increasingly depleted near-shore and offshore fishing resources.

Regarding fisheries exploitation, the district will focus on promoting its advantages in fisheries exploitation to create a breakthrough in marine economic development, upgrade fishing port infrastructure, storm shelters and fishing logistics services, encourage the strong development of large-capacity vehicles and modern equipment, increase offshore fishing capacity, meet the requirements of constantly improving the quality of exploited products, and at the same time contribute to protecting national sovereignty at sea.

Especially in the salt industry, develop salt production in accordance with the local socio-economic situation, comply with the orientation of the provincial planning, the orientation in the salt production development planning and the planning for the development of agricultural production. Continue to implement the Project to improve the value of salt production and processing in the period of 2021 - 2030 in the province in Decision 350 of the Provincial People's Committee. Focus on investing in completing infrastructure in salt areas, prioritizing investment in building high-tech salt production areas (Long Dien Dong commune, Dien Hai commune) to meet the demand for consumption and raw materials for the processing and export industry. Call for investment in processing salt into high-value products, used in medicine, industry, etc.

In the forestry sector alone, a model of mangrove forest development combined with aquaculture will be built to serve tourists; at the same time, the movement of planting scattered trees will be maintained regularly, increasing the coverage rate of forests and perennial trees in the district. Forest management and development will be in the direction of biodiversity conservation, combining ecotourism, coastal protection, wave protection, coastal erosion prevention, climate change response, and creating livelihoods for forest workers. Promote afforestation on coastal alluvial land and afforestation in landslide areas, planting multi-purpose and multi-purpose trees. Develop and strengthen the management of Canh Dien hamlet forest in the direction of both protecting the gene pool, ensuring biodiversity, and combining ecotourism. Biodiversity conservation will be carried out in compliance with the Law on Environmental Protection; when constructing works serving ecotourism, resorts, and entertainment activities in protective forests, it is necessary to comply with forestry laws...

In preparation for the final year of the term, the Dong Hai District Party Committee will compete to implement the Planning well and promote investment attraction to bring the locality to rapid and sustainable development.

Orienting the development of industry and handicrafts, the district will build a specialized industrial cluster for marine, ship repair mechanics, and handicrafts with a scale of about 70 hectares in Long Dien Tay commune, associated with the local raw material area. In addition, industrial and handicraft production facilities located in unsuitable locations, causing environmental pollution, will be included in the industrial cluster. At the same time, promote the construction of wind power plants and develop renewable energy. Develop existing craft villages into craft village tourism spots, experiential tourism, and community cultural tourism.
