Mai Chau District completes site clearance for Hoa Binh

Mai Chau district has handed over 100% of the Hoa Binh - Moc Chau Expressway Project site to the contractor for construction.

The Hoa Binh - Moc Chau Expressway Project in Mai Chau District (km 40+750 - km50+900) is about 10.15 km long, with a total project area of 100.05 hectares. Following the direction of the Provincial Key Projects Steering Committee, the Standing Committee of the Mai Chau District Party Committee has closely coordinated with relevant departments, branches, and investors; assigned leaders to directly follow and grasp the grassroots to direct the propaganda work, mobilize people to support the project policy; and urgently implement the site clearance plan.

Comrade Nguyen Tran Anh, Secretary of Mai Chau District Party Committee, said: The Standing Committee of the District Party Committee has directed the District People's Committee to implement land acquisition, compensation payment, support, resettlement and is publicly posting. Land acquisition, compensation payment, support, resettlement for project implementation are divided into 6 phases. Of which: 3 phases have been completed; 1 phase has approved the plan and estimate; 1 phase is publicly posting the plan and estimate; 1 phase is waiting for confirmation of related conditions to post. The district has handed over more than 99% of the site to the investor, the people have agreed to advance 100% of the site for the contractor to construct.

The district is coordinating with relevant units to complete the project's site clearance work. Coordinate with the Department of Agriculture and Environment, the Provincial Land Registration Office and relevant agencies and units to complete the plan and estimate for compensation and support when the State reclaims land; site clearance compensation work; procedures for measuring, extracting and issuing land use right certificates... and other problems to completely resolve the remaining 1.18 hectares.

Recognizing these results, recently, the Provincial Party Committee Standing Committee directed the extraordinary commendation of Mai Chau district for its achievements in site clearance work for the Hoa Binh - Moc Chau Expressway Project section passing through the district. At the same time, the Standing Committee of the Provincial Party Committee directed the Provincial People's Committee to direct the Provincial People's Committee to direct the Department of Agriculture and Environment to advise the Provincial People's Committee to provide specific instructions to the Ministry on the unit price for compensation for damage to crops and livestock when the State acquires land in Hoa Binh province (Decision No. 30/2025/QD-UBND, dated March 12, 2025 of the Provincial People's Committee) from the viewpoint of ensuring maximum benefits for the people, but not taking advantage of the site clearance compensation policy for personal gain; coordinating with the Mai Chau District People's Committee to urgently complete the procedures (measurement, issuance and exchange of certificates...) to completely resolve the remaining 1.18 hectares, handing over the entire site; Direct the Provincial Traffic Construction Investment Project Management Board to hand over the entire site in Mai Chau district to the contractor for construction no later than March 30, 2025; concentrate on means, machinery, and equipment to speed up construction progress, striving to reduce construction time by 1 year compared to the signed contract.

The Provincial Party Secretary assigned the Provincial Party Committee's Organizing Committee to propose extraordinary rewards for party organizations and party members with achievements to submit to the Provincial Party Committee Standing Committee; assigned the Provincial Party Committee Standing Committee to lead the Provincial People's Committee to consider awarding extraordinary certificates of merit to the Department of Agriculture and Environment and Mai Chau district for their good coordination in site clearance for the Hoa Binh - Moc Chau Expressway Project through the district.
