Inspection conclusion points out many admission violations at 2 medical universities

Inspectors of the Ministry of Education and Training pointed out many violations in enrollment, activities and training programs at two universities with medical and pharmaceutical majors.

The Inspectorate of the Ministry of Education and Training announced the conclusion of the inspection of enrollment, teaching staff, and training programs at two universities in the health sector: Hai Phong University of Medicine and Pharmacy and Vo Truong Toan University. In addition to the results achieved, the inspection conclusion pointed out shortcomings and violations of the two schools in the above activities.

Hai Phong University of Medicine and Pharmacy: Enrollment exceeds target for many majors

According to the report of Hai Phong University of Medicine and Pharmacy, the total number of permanent lecturers of the school is 454 people, allowed to train 7 undergraduate majors, 8 master's majors and 4 doctoral majors. The training scale by November 2024 is more than 8,300 people.

According to the inspection conclusion, in 2023, the school recruited more than the quota for regular university-level pharmacy programs (the school determined 6.7% but achieved 57% of the quota determined according to regulations). The school also exceeded the quota for part-time nursing programs (the school determined 5% but achieved 55% of the quota determined according to regulations).

In 2024, the school's enrollment in full-time university programs in the health sector exceeded its self-determined target by 10.4%; reaching 64.2% compared to regulations on determining targets. The part-time nursing program exceeded its self-determined target by 12.5% ​​but reached 62% compared to the target determined according to regulations.

In addition, the inspection conclusion also pointed out that the content of the law subject of the training program for bachelor of nursing, preventive medicine doctor, pharmacist, medical testing doctor, and dentist was integrated into the generaleducation curriculum when building the training program, which was not in accordance with regulations.

On that basis, the Inspector of the Ministry of Education and Training recommended that Hai Phong University of Medicine and Pharmacy review and develop a plan and roadmap to supplement the permanent teaching staff to ensure the training program meets the prescribed standards. At the same time, review, revise and supplement the training program of the majors to ensure the compulsory general education knowledge including subjects according to current regulations.

Vo Truong Toan University: 3 majors do not guarantee staff, must stop training

According to a report from Vo Truong Toan University, as of September 2024, the school had 414 lecturers and staff, and was allowed to train 11 university-level majors with a student population of 3,205.

Specifically, the university-level medical and pharmaceutical training programs that arrange the law subject in the basic knowledge block of the industry are not structured according to regulations.

The university-level majors (e-commerce, international business, state management) of the school do not have enough permanent lecturers to preside over and organize the implementation of the training program as prescribed. On August 10, 2024, the school stopped enrolling and training in the above 3 majors. On August 15, 2024, the school announced the training plan for students when enrolling and training in these 3 majors was stopped. There were 10 students in courses 15 and 16 affected, the school decided to allow 3 students to drop out of school and 7 students to transfer to other majors of the school.

The Inspectorate of the Ministry of Education and Training recommended that Vo Truong Toan University rectify its management work. Specifically, it is necessary to determine targets, organize enrollment, and organize training in accordance with current regulations. Review and have a plan to supplement the permanent teaching staff to ensure the standard conditions of the training facility according to the prescribed roadmap. Review and report to the Department of Higher Education on the plan to handle the number of students in the majors that have terminated enrollment and training activities according to regulations. The Inspectorate also requested the school to check and review the records and admission results of all admitted students at the school, promptly detect violations, and handle them according to regulations.
