Binh Dinh: Will build inland waterway ports for ships serving sea tourists

The head of Binh Dinh provincial government assigned the Department of Construction to preside over and coordinate with relevant departments, branches and units to propose the construction of inland waterway ports for ships serving sea tourists in the province.

Accordingly, the Chairman of Binh Dinh Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, branches and units to propose the announcement of inland waterway routes for qualified vehicles to participate in traffic, serving the needs of developing sea tourism in the province.

Research and propose appropriate solutions to ensure management and organization of traffic activities on inland waterways, serving the needs of tourism development, especially in the summer of 2025, report to the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee for direction at the nearest meeting.

At the same time, the head of the provincial government, the Department of Construction, shall preside over and coordinate with relevant departments, branches and units to propose the construction of inland waterway ports for ships serving sea tourists in the province; report to the Provincial People's Committee before June 20, 2025.

The Chairman of Binh Dinh Provincial People's Committee also assigned Quy Nhon City People's Committee to preside over and coordinate with relevant units to urgently announce the operating areas of water entertainment facilities according to regulations, in order to ensure the tourism activities of tourists, especially in the summer of 2025 in the province.

In addition, strengthen management and direct the People's Committees of relevant communes to implement the management of activities of water entertainment facilities serving tourism in the area in accordance with regulations.

Preside over and coordinate with the People's Committees at the commune level, a number of enterprises and cooperatives operating in the tourism sector to deploy investment in the construction of inland waterway wharves and cross-river passenger wharves to ensure the operation of ships and boats serving tourism.

In the concluding notice, Mr. Pham Anh Tuan assigned the Department of Culture, Sports and Tourism to preside over and coordinate with relevant units and localities to organize training courses for operators of water recreation vehicles (or synthesize needs, contact training facilities, and provide guidance on participating in training) to ensure operating conditions according to regulations.

In Nhon Ly commune, Quy Nhon city, some waterway routes and canoe wharves from the shore to tourist destinations such as: Dua beach, Hon Seo, Ky Co... in the locality have not been updated with the planning of the routes and waterways.

Binh Dinh province leaders emphasized that vehicles and drivers participating in inland waterway traffic activities serving tourism must fully satisfy the conditions prescribed by law.

Vehicles that do not meet the conditions are strictly prohibited from participating in the transportation and pick-up of passengers and tourists in the coastal areas of the province.

Finding solutions for sea tourism

After the jet ski accident in Hon Kho area that killed a child on May 1, Quy Nhon City People's Committee immediately sent a document to Binh Dinh Provincial Police, Border Guard Stations: Nhon Ly, Nhon Chau, Quy Nhon Port Border Gate; People's Committees of communes: Nhon Hai, Nhon Ly, Nhon Chau about ensuring order and safety of inland waterway traffic during the remaining peak days of the April 30 - May 1 holiday.

Quy Nhon City People's Committee assigned the People's Committees of Nhon Hai, Nhon Ly, and Nhon Chau communes to notify relevant organizations and individuals in the management area to request the suspension of all jet ski and canoe activities for vehicles that do not meet the operating conditions according to regulations from May 2, 2025 until a new directive is issued.

Mr. Nguyen Thanh Danh, Chairman of Nhon Ly Commune People's Committee, said that it is currently the peak summer tourist season, and the suspension of canoes has greatly affected tourists booking and canceling tours and travel routes.

Above all, it affects local tourism business activities, the number of tourists coming to the locality decreases, tourism business activities stagnate, and people's lives face many difficulties.

However, Mr. Nguyen Thanh Danh also admitted that jet skiing and sea games are still spontaneous, unregistered, and uninspected.

“The drivers, instructors, and lifeguards of jet skis have not been trained to be certified,” said Mr. Danh, adding that the recreational waters where the vehicles operate have not been approved or announced by a competent state agency.

The inspections showed that water tourism transport activities were spontaneous and the technical infrastructure was not synchronized. Investors were not interested in building inland waterway ports despite the planning.

The lack of infrastructure investment has prevented Binh Dinh province from officially announcing routes and stations, and as a result, vehicles are not licensed to leave the station or pick up passengers. Many vehicles are built by locals or bought illegally and do not meet the requirements for inspection.

From the perspective of state management, Mr. Tran Viet Bao - Director of the Department of Construction shared: We are also actively implementing the tasks that are under the responsibility of the Department.

Specifically, for inland waterways, operating area 1 on the water surface is announced by the Department and operating area 2 is announced by the locality, to remove obstacles for sea tourism.
