Police issue 'ultimatum' demanding handover of seal to Principal of Kinh Bac University

Specifically, this request is stated in Document No. 668/PC06 issued on May 23, 2025 by Department PC06, Bac Ninh Provincial Police, to resolve Ms. Nguyen Thi Tuyet Hong's complaint against Document No. 356/PC06 dated March 24, 2025 regarding the request for her to hand over the seal to the President of Kinh Bac University.

Accordingly, Department PC06 affirmed to maintain the entire content of Document No. 356/PC06 dated March 24, 2025, in which it continued to request Ms. Hong to hand over the round seal and wet seal of Kinh Bac University to the legal head, Principal Nguyen Van Hoa.

PC06 also emphasized Ms. Nguyen Thi Tuyet Hong's responsibility in seriously implementing the handover of the seal. At the same time, this agency clearly announced that within 30 days from the date of receipt of Document No. 668, if Ms. Hong does not agree with the content of the complaint settlement by the Head of PC06, she has the right to file a complaint with the Director of Bac Ninh Provincial Police or file an administrative lawsuit in court according to the provisions of the law on administrative proceedings.

Previously, on April 24, 2025, Department PC06 issued Document No. 525, requesting Ms. Nguyen Thi Tuyet Hong to submit 2 seals of Kinh Bac University to Department PC06 at 9:00 a.m. on April 25, 2025.

However, on April 25, 2025, because Ms. Hong had not yet submitted it, Department PC06 continued to issue Document No. 532, re-requesting the submission of the seal for the second time, requiring Ms. Hong to submit it at 9:30 a.m. on April 26, 2025.

Although the documents clearly state the obligations and time of handover, up to now, Ms. Hong and some related individuals have deliberately not performed, despite the request of Department PC06, Bac Ninh Provincial Police.

Notably, not only did she not hand over, Ms. Hong also continued to use the seal to issue many documents without proper authority, disrupting the operations of Kinh Bac University and directly affecting the rights of students.

Faced with this serious incident, many officials and lecturers of Kinh Bac University sent a petition to the authorities, requesting to handle the act of impersonating the President of the University Council and illegally occupying and using the seal of Ms. Nguyen Thi Tuyet Hong.

Regarding legal issues, previously, on December 18, 2024, the Inspectorate of the Ministry of Education and Training issued Document No. 8032, clearly affirming that Ms. Nguyen Thi Tuyet Hong is not the legal representative of Kinh Bac University. The current legal representative is Associate Professor, Dr. Nguyen Van Hoa - Principal of the University.

This document also cites Article 24 of Decree 99/2016/ND-CP, which clearly stipulates that the legal representative - the Principal - is the only person with the authority to manage and use the school seal. Therefore, Ms. Hong has absolutely no right to keep or use the seal.
