Accordingly, the Provincial People's Committee requires investors to strictly comply with the provisions of law on construction investment activities. In particular, they must pay more attention to the quality of construction investment consultancy; strictly manage consulting contracts; control the selection and management of subcontractors to avoid loss, waste, negativity and group interests.

Investors need to strengthen control and check the actual capacity of the survey unit compared with the bidding documents/proposal documents; ensure quality in the preparation and approval of survey tasks and design tasks. Continue to improve survey work, especially geological surveys, and approve survey results reports. When surveying and investigating material mines and waste dumps, it is necessary to carefully survey the location, reserves, quality, supply capacity of the mines, exploitation procedures, reserves of waste dumps, transportation routes, and plans for using internal and external public roads to meet project requirements.

The calculation of site clearance compensation costs must be done based on the results of the investigation to clarify the area, land type, work results, and agreement with the locality on unit price and compensation costs, ensuring that the total investment level does not increase during the implementation process.

Investors must strictly implement author supervision work according to regulations, promptly resolve issues related to design adjustments during construction; promptly overcome shortcomings and limitations of the documents that have been pointed out by competent authorities during the implementation process...

The Department of Transport strengthens state management, improves the quality of appraisal and quality management of survey, design and construction work. At the same time, it develops an inspection plan for projects, especially projects that are behind schedule, have been adjusted and supplemented many times, and have a large volume of adjustments. The Department coordinates with state agencies to strictly handle organizations and individuals who violate procedures, quality management, progress, and construction investment cost management.

The Department of Natural Resources and Environment urgently advises on granting licenses for mining of minerals for common construction materials; does not allow the granting of mines to the wrong subjects, leading to the "buy and resell" activity of increasing material prices; proactively reviews the granted material mines, promptly proposes measures to handle mines that are not granted according to regulations...
