
Delegates said that the current state of air pollution in Vietnam, especially in large cities, is at an alarming level and tends to become increasingly complex. Assessing the current state of air pollution in Vietnam, Deputy Director of the Department of Environment, Ministry of Agriculture and Environment Le Hoai Nam said that pollution is concentrated in dust content, including fine dust, pollution is seasonal and mainly concentrated in some areas with high traffic density and many production facilities. The main causes of dust and emissions causing air pollution include: transportation activities, construction activities, industrial activities, open burning activities, civil activities, and weather and climate.

Delegates also said that despite the State's efforts to improve the legal system and deploy environmental management tools, the effectiveness of air pollution control is still limited. Analysis of the current situation shows that systemic shortcomings in air quality management policies, from legal design, technical standards to implementation and monitoring; the lack of specialized laws, outdated standards, scattered data, insufficient sanctions, weak resources, ineffective inter-sectoral coordination... have significantly reduced the State's management capacity for air quality control and directly affected public health.

At the workshop, delegates focused on analyzing some shortcomings in the policy on air quality management such as: there are no strong enough regulations to manage and handle violations that generate dust and emissions from construction works, traffic works, and public works; there are no strong enough regulations to handle violations related to the burning of waste, garbage, agricultural by-products and biomass, which is very common and frequent in the Northern Delta region and Hanoi city area; difficulties in developing regulations on controlling emissions from old vehicles, vehicles using fossil fuels, especially for motorbikes and motorbikes in circulation, with users being low-income people and the poor in society...

Some delegates proposed groups of solutions that need to be focused on implementing to control air pollution, such as: groups of solutions on planning and infrastructure investment (general infrastructure, socio-economic development infrastructure, transport infrastructure); groups of proactive solutions on controlling emission sources; perfecting and supplementing standards and norms for emission sources; building a roadmap for emission reduction; converting to green, low-emission transportation; inventorying emission sources; investing in modern environmental monitoring systems, etc.

Speaking at the workshop, Minister of Agriculture and Environment Do Duc Duy affirmed that controlling air pollution in large cities is an urgent issue, requiring due attention and adequate investment of resources from the State to immediately deploy drastic and synchronous solutions to resolve and handle the problem.

The Minister also stated that the Ministry of Agriculture and Environment identified 6 key tasks that need to be focused on, including: perfecting institutions, policies, laws, standards and regulations on environmental protection; researching and establishing inter-regional and inter-provincial coordination mechanisms on air quality; enhancing the application of science, technology, and digital transformation in monitoring, detecting, handling, and providing information on air pollution; strengthening strict control of emission sources...

Speaking at the workshop, Vice Chairman of the National Assembly Le Minh Hoan emphasized that air pollution control is not a problem exclusive to large cities like Hanoi or Ho Chi Minh City.

The Vice Chairman of the National Assembly said that the responsibility of the government, state management agencies, educators, and scientists is to come up with new solutions to control and overcome air pollution that are easy to understand, easy to do, and easy to believe for the people.

The Vice Chairman of the National Assembly suggested that the Ministry of Agriculture and Environment should continue to review and evaluate the results of the implementation of the Government's decisions on the implementation of the national plan on air quality management in the past; conduct regular air quality monitoring activities, ensuring strict control of air quality; promptly warn about air quality in real time to protect people's health; review and improve investment efficiency, strengthen environmental monitoring capacity; propose to perfect policies and laws on air pollution control...

The Vice Chairman of the National Assembly suggested that the Supervisory Delegation continue to carefully study the opinions at the workshop, evaluate and clarify the activities of the Supervisory Delegation, serving the completion of the supervisory report to meet the requirements and purposes of the supervisory topic.


Suggesting some solutions to control and overcome air pollution in the coming time, the Vice Chairman of the National Assembly said that it is necessary to change the approach in controlling air pollution in large cities such as: shifting from pollution warning to air nurturing; developing public transport; piloting models to reduce waste and emissions; expanding roads for pedestrians and bicycles; mobilizing households and production and business households to not burn waste but switch to using green materials; strengthening education in schools to equip knowledge and awareness about environmental protection...


The Vice Chairman of the National Assembly also suggested that it is necessary to apply environmental tax policies to encourage green consumption; support residential areas to improve the living environment on site; encourage people to use public transport, classify waste, and change consumer behavior in an environmentally friendly direction...



Receiving the instructions of the Vice Chairman of the National Assembly and the opinions discussed and exchanged at the workshop, Chairman of the Committee for Science, Technology and Environment Le Quang Huy affirmed that the opinions at the workshop are an important source of input information for the Monitoring Delegation to study and incorporate into the monitoring report.
