Overcoming the consequences of natural disasters, ensuring learning conditions before the new school year

The Provincial People's Committee requested localities to ensure facilities for students before the new school year.

On August 20, 2025, Thanh Hoa Provincial People's Committee issued Official Dispatch No. 13830/UBND-NNMT on focusing on overcoming the consequences of natural disasters, stabilizing people's lives, and proactively preventing and responding to natural disasters in the coming time.

According to statistics from the Department of Agriculture and Environment of Thanh Hoa, storm No. 3 in 2025 and floods affected 195 houses and 9 schools; 13,419 hectares of rice, 2,544 hectares of crops and vegetables were damaged; 4,967 hectares of aquaculture area were damaged; a number of dyke, irrigation and traffic works were eroded and damaged... The estimated value of damage is about 382 billion VND.

The Chairman of the Provincial People's Committee requested the Commander of the Provincial Military Command, the Director of the Provincial Police, the Directors of provincial departments, branches, sectors, units, the Chairmen of the People's Committees of communes and wards and related units, according to their assigned functions and tasks, to urgently focus on leading, directing and implementing the work of overcoming the consequences of natural disasters with the most urgent and drastic spirit to quickly stabilize people's lives; ensure that people do not lack food, clothing, hunger, cold, or have no place to live; ensure that all students must go to school on time for the opening ceremony.

In particular, for education , focus on mobilizing forces and allocating resources to clean up schools and classrooms, repair affected educational facilities; prepare adequate facilities, supplement teaching equipment, learning materials, textbooks, ensure that all students can go to school and educational facilities must be spacious and clean when the new school year begins, completed in August 2025. Promote the spirit of overcoming difficulties and the will to rise up for cadres, teachers and students, creating a competitive atmosphere right from the first days of the new school year.

The Department of Education and Training directs and guides localities and functional units to grasp the situation of facilities, teaching equipment, textbooks and learning materials, especially at educational institutions in localities affected by recent natural disasters; proactively handle support proposals from localities according to their authority, synthesize reports to the Chairman of the Provincial People's Committee to direct the handling of issues beyond their authority to ensure that students return to normal schooling as soon as the new school year begins, to be completed in August 2025.

In the coming time, the Department of Education and Training, according to its assigned functions, tasks and management areas, will coordinate with localities and related units to organize comprehensive inspections and assessments of essential infrastructure works to have plans for construction, repair and upgrading to ensure long-term safety and stability; propose competent authorities to consider and allocate funding in the 2026-2030 medium-term public investment plan for implementation.
