The impact of storms and rains from the beginning of 2025 until now, especially storms No. 5 and No. 10 recently, has caused many landslides and rockfalls in the mountainous areas of Thanh Hoa.

In order to urgently overcome landslides, especially landslides caused by floods in 2025, the Irrigation Department (Department of Agriculture and Environment) advised the Chairman of the Provincial People's Committee to announce 16 emergency situations of landslides, riverbank and coastal landslides. The Department of Finance advised the Chairman of the Provincial People's Committee to arrange funds for localities to immediately overcome the consequences of natural disasters. In addition, for the remaining riverbank and stream bank landslides, the Department advised the Provincial People's Committee to direct communes to inspect and specifically assess the scope, scale and extent of landslides, and proactively use local resources to handle them to ensure safety. At the same time, report to the Provincial People's Committee on matters beyond its authority and handling capacity.

Previously, to overcome the consequences of storms No. 3 and No. 4 in 2024, the Department advised the Chairman of the Provincial People's Committee to announce 13 emergency situations of landslides, riverbank and coastal erosion. The Department of Finance has arranged funds for localities to immediately overcome the consequences of natural disasters. In addition, for the remaining riverbank and stream bank erosion locations, the Department advised the Provincial People's Committee to issue a plan to implement the Project on preventing and combating riverbank and coastal erosion until 2030 in Thanh Hoa province (Plan No. 275/KH-UBND dated November 3, 2023 of the Provincial People's Committee).

We were present at Ha village, Tam Lu commune, and learned that for many years, 60 households living along the banks of Ha stream have always been worried and anxious when the rainy and stormy season comes. Because when the stream water rises high and flows rapidly, it can cause landslides, sweeping away people and property of the people. With the provincial budget reserve and other legally mobilized sources, the Ha stream bank embankment project (Ha village, Tam Lu commune) was implemented. The project is 1,239m long, and is scheduled to be put into use by the end of December 2025. By November 2025, the contractor had completed the construction of the Ha stream bank embankment project, 1 month earlier than planned. The project put into use ensures the lives, property, and stabilizes the lives of 60 households, 320 people, and over 10 hectares of rice fields and crops of Ha village.

Mr. Lo Van Cong in Ha village said: "The project was completed and put into use soon to serve natural disaster prevention and control in particular, and socio -economic development in the area in general. Everyone in the village is happy and excited."

In Trung Ha commune, due to the impact of rain and storms in recent times, large cracks have appeared in many areas of Muong village, some locations have subsided along the cracks 20 - 50cm deep, and underground water flows have appeared in the hillside towards Lo river. Recently, the development of landslides and land subsidence has tended to develop in a complex and unpredictable way, especially when heavy rain occurs. New cracks have appeared under houses, yards, house walls, fences, roads... causing a very high risk of landslides. To help people have a new, safe place to live and feel secure in developing production, using the central budget, the project to stabilize the population for households in Muong village, Trung Ha commune has been implemented since August 2025. The project's goal is to gradually stabilize people's lives affected by floods, effectively promote infrastructure investment capital, contribute to sustainable poverty reduction, and protect the environment.

Head of the Economic Department of Trung Ha Commune, Lu Hong Chien, said: "With a large amount of work, the project must be completed in a short time. The People's Committee of the commune has directed the contractor to gather motorbikes; arrange human resources and gather materials to the construction site, and urgently construct the items. Coordinate with all levels, functional branches and related units to overcome difficulties such as heavy rain in the project area, flooded roads, landslides affecting the transportation of materials to the construction site; some construction materials are scarce, prices are high... By mid-November 2025, the contractor has completed leveling the ground; is urgently constructing the traffic system, electricity works, water supply system... so the progress and techniques are guaranteed. According to the plan, by the end of December 2025, the contractor will basically complete the investment in the construction of synchronous technical infrastructure with a total area of ​​about 2.79 hectares, ensuring stable arrangements for 43 households in Muong village to enter the resettlement area. settled before Lunar New Year 2026".

According to Deputy Head of the Irrigation Sub-Department Khuong Anh Tan: “Currently, for types of natural disasters such as flash floods and landslides, there is still no technology that can predict them, only warning bulletins. Therefore, to ensure safety against landslides and flash floods, disaster prevention is the most effective solution. In the immediate future, sectors and localities have been reviewing all areas at high risk of flash floods, landslides, and flooding along rivers and streams to adjust and update disaster response plans, especially appropriate evacuation and relocation plans; ensuring the safety of people's lives. Localities assigned to implement projects to arrange, reorganize and stabilize residents need to focus on speeding up the implementation progress, ensuring that people are brought to safe places as soon as possible. Strictly manage the construction of houses and infrastructure, especially residential areas and traffic works, and overcome the situation of building houses and works in areas areas at risk of landslides, encroachment on riverbeds and streams, and slope clearance for construction of works and houses, and illegal exploitation of resources and minerals, which increase the risk of natural disasters; clearing obstacles to the flow of rivers, streams, and traffic systems to prevent the risk of flash floods. When implementing construction plans, it is necessary to pay attention to checking and controlling regulations on ensuring requirements for natural disaster prevention and control for infrastructure in the area.
