Opening of the 19th Session (special session) of the 16th City People's Council, term 2021 - 2026

(Haiphong.gov.vn) - On the afternoon of October 4, at the City Convention Center, the City People's Council held the 19th Session (Special Session) of the 16th City People's Council, term 2021 - 2026 to review and decide on a number of contents under its authority to promptly deploy important and urgent tasks of the city in 2024.

Attending the meeting were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; comrades of the Standing Committee of the City Party Committee; leaders of the National Assembly Delegation and the City People's Council, People's Committee, Vietnam Fatherland Front Committee; delegates of the City People's Council and leaders of Departments, branches and localities.

Speaking at the opening of the session, Chairman of the City People's Council Pham Van Lap stated that the 19th session is the 5th thematic session of the City People's Council in 2024. The session takes place in the context that people, businesses and the entire city's political system are focusing on accelerating implementation, striving to complete the tasks of socio-economic development, national defense and security in 2024, while focusing on overcoming the consequences caused by storm No. 3.

The 19th session has many important and urgent contents to promptly remove obstacles to promote the city's socio -economic development in 2024, promptly support to overcome the consequences of storm No. 3 in the city.

At this Session, the City People's Council will review, comment and pass 16 draft Resolutions, including: Review and give opinions on amending and supplementing the Resolution on new rural construction in Hai Phong city for the period 2021 - 2025. Therein, adjusting the progress of some model new rural communes to be completed in 2026, to suit the city's ability to allocate public investment capital; supplementing public investment capital for districts, so that by the end of 2025, 100% of districts in the city will complete the new advanced rural districts and special new rural districts.

Review and give opinions on adjusting investment policies of 4 projects according to practical situations arising during implementation and create conditions to speed up the progress of investment projects. Consider, Adjust and comment on public investment plans for 2024, expected for 2025, period 2021-2025, expected for period 2026-2030. These are contents implemented according to the direction of the Government and adjusted according to the current actual situation of the city, contributing to speeding up construction progress and disbursement of public investment capital.

Along with that is the adjustment of the city budget revenue and expenditure estimates for 2024, including reducing public investment expenditures and reducing regular expenditures to supplement funds to overcome the consequences of natural disasters caused by storm No. 3. Through adjusting and supplementing the list of investment projects requiring land acquisition; changing the land use purpose for a number of projects and works to speed up the progress of site clearance, construction of projects and works, and a number of other important contents.

The 19th session is expected to take place in a short time, but the workload is quite large and very important. The Chairman of the City People's Council requested the City People's Council delegates to uphold their sense of responsibility, carefully study the issues, focus on discussion, analysis, clarify the urgency, conformity with regulations and practice, to make correct decisions with high feasibility for each content presented at this session.
