Solemn opening of the 10th Session of the 15th National Assembly

Also attending were leaders and former leaders of the Party, State, Vietnam Fatherland Front, members of the National Assembly Standing Committee, Heads, Deputy Heads of Delegations, National Assembly deputies of 34 National Assembly delegations of provinces and centrally run cities; leaders of central departments, ministries, branches, mass organizations and local leaders, ambassadors, chargé d'affaires, and heads of international organizations in Hanoi .

The meeting summarizes the term and is the beginning of a new period of development.

Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that in recent times, under the comprehensive leadership of the Party, the close direction of the Party Central Committee, the Politburo, and the Secretariat; the participation of the entire political system, the spirit of consensus and joint efforts of the entire Party, army, and people, our country has achieved great, comprehensive, and historic achievements.

The 13th Central Party Conference has just been a great success, an important step in preparing for the 14th National Party Congress, and at the same time shaping the strategic vision and direction of the country's leadership in the new revolutionary period. In addition, there are practical and meaningful activities towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly; therefore, the 10th Session not only summarizes the term but also marks the beginning of a new period of development.

According to the agenda of the session, in about 40 days, the National Assembly will review, discuss and decide on a huge amount of work, many of which are of strategic importance. It is expected that the National Assembly will review and pass 53 draft laws and resolutions.

"This is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking people's lives and interests as the measure of policy," the National Assembly Chairman emphasized.

The draft laws cover most important areas, many new issues, and constant changes; promptly institutionalize new policies and resolutions of the Party, focus on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improve the corporate bond market, real estate, etc.

The National Assembly will also review the Government's reports on the results of the implementation of the socio-economic development plan, the state budget, and the public investment plan for 2025; and the implementation of the National Assembly's resolutions on the 5-year plan for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

On that basis, the National Assembly considers and decides on the socio-economic development plan, state budget estimates, central budget allocation plan, public investment plan for 2026; national 5-year financial plan and medium-term public investment plan for the 2026-2030 period.

Make the most of intelligence and experience, all for the benefit of the Fatherland and the people.

At this session, the National Assembly will consider and decide on adjustments to the National Master Plan for the 2021-2030 period; consider and decide on personnel work within its authority; and arrange time for the National Assembly to discuss and contribute opinions to draft documents to be submitted to the 14th National Party Congress.

The National Assembly will also focus on discussing the Summary Report on the implementation of thematic supervision resolutions and questions of the 14th and 15th National Assembly terms by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General.

At the same time, the draft report on the work of the 15th National Assembly was discussed; the work report for the 2021-2026 term of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office was reviewed.

Noting that in recent days, many provinces and cities have suffered from natural disasters, storms on storms, floods on floods, landslides, widespread inundation, causing heavy losses in human lives and property of the State and people, on behalf of the National Assembly, the National Assembly Chairman sent his regards and deep condolences to the people of the affected localities; at the same time, commended the Party committees, authorities, the Fatherland Front, the army, the police, the staff of the health and education sectors, organizations, individuals and other forces who have not feared danger, made efforts to provide relief, arranged accommodation, quickly overcome the consequences, and brought students to school.

The National Assembly requested the Government, localities and sectors to continue focusing resources and providing emergency support to damaged areas, while reviewing and proposing to perfect legal policies on natural disaster prevention and control, and climate change response, to ensure the country's sustainable development.

With the spirit of "Innovation, democracy, discipline, responsibility, and efficiency", the National Assembly Chairman requested that National Assembly deputies concentrate, make the most of their intelligence and experience, all for the benefit of the Fatherland and the people; as General Secretary To Lam said on the morning of September 2, 2025 at the historic Ba Dinh Square: there is no obstacle, no reason that can stop us from reaching peace, prosperity, and the eternal existence and development of our nation.
