Nearly 300 billion VND infrastructure project in Quang Binh awaits instructions

The Road and Embankment Project connecting Nhat Le 2 Bridge to the Storm Shelter and Fisheries Logistics Area (South of Nhat Le 3 Bridge) in Dong Hoi City was approved by the People's Committee of Quang Binh Province for its feasibility study report in Decision No. 2899/QD-UBND dated October 13, 2023 and assigned the Department of Transport of Quang Binh Province as the investor. The project has a total investment of VND 298 billion.

Quang Binh Department of Transport said that the total length of the project is 2.92 km, started on May 10, 2024 and is expected to be completed in early 2026 (671 days of construction). However, the project is facing many difficulties in handing over the clean site to the contractor.

Mr. Tran Thanh Phong, Executive Director of projects in Quang Binh under Son Hai Group, the contractor of the construction package, said that up to now, the construction unit has only been assigned 400 m of clean land for the last section of the project, from the south of Nhat Le 3 bridge to the anchorage area for boats to avoid storms and fishing logistics. The main section from Nhat Le 2 bridge to Nhat Le 3 bridge has not yet been allocated land.

“If the site is handed over in a synchronous manner, the construction will be very convenient. However, waiting for the entire handover will not be enough to keep up with the schedule, so we should focus on the construction of each section that is handed over,” said Mr. Phong.

Quang Binh Department of Transport said that in 2024, the capital allocated for the Project is 238 billion VND. As of September 24, the total capital disbursed for the Project is 27.8 billion VND (reaching a rate of 11.7%). Regarding the implementation of the construction package, worth 198.98 billion VND, the construction unit has only implemented the volume value of 20 billion VND (about 10%).

It is known that to implement the Project, 79 households, individuals and organizations are affected. Currently, the Department of Natural Resources and Environment has signed and approved the land measurement records for 42 households and one organization. At the same time, the People's Committee of Dong Hoi City has issued the first land recovery notice to 11 households and one organization; the remaining 24 households, individuals and one other organization are completing the dossier procedures to submit to the People's Committee of Dong Hoi City to issue the second land recovery notice. The remaining 37 households and individuals have not yet signed the land measurement records.

Mr. Doan Cong Huu, Deputy Director of the Center for Information Technology on Natural Resources and Environment (under the Department of Natural Resources and Environment of Quang Binh), the unit performing the cadastral measurement and correction work at the Project, said that the cadastral measurement and correction products have been completed and handed over to the investor in two phases and are continuing to complete the third phase. "Because some land areas within the project's site clearance area are having to determine their origin and disputes, in the process of completing the cadastral measurement and correction dossier in the third phase, the unit encountered some difficulties that need support from the People's Committee of Bao Ninh commune to resolve," said Mr. Huu.

According to the People's Committee of Dong Hoi City, the current difficulty in site clearance is having to deal with cases of tomb relocation; cases with complicated and unclear land origins; disputed land; households that do not agree with the compensation plan...

Specifically, there are currently 7 households waiting for the People's Committee of Bao Ninh commune to confirm the origin of the land, the time of use and the minutes of the household meeting to assign the heirs of the land property, 9 households are disputing over the right to use the land, 10 households do not agree to sign the measurement records, 5 households are disputing the land for road construction with the People's Committee of the commune. That does not include 13 huts, 7 piers within the scope of the Project, causing the construction site to be divided and interrupted.

Mr. Hoang Ngoc Dan, Chairman of Dong Hoi City People's Committee, said that the plan for compensation and support for site clearance at the Project is also being temporarily suspended due to waiting for the People's Committee of Quang Binh province to issue regulations on compensation, support and resettlement policies when the State reclaims land in Quang Binh province according to the 2024 Land Law.

Hai Duong approves investment in Ninh Giang Inland Water Port project worth 1,496 billion VND

According to Decision No. 2690/QD-UBND of Hai Duong province, the Ninh Giang Inland Water Port project is located in Hong Phuc and Kien Quoc communes, Ninh Giang district, Hai Duong province. The area is about 27.07 hectares. The project has a designed capacity of 3 million tons of goods/year. The total preliminary investment capital of the project is 1,496 billion VND.

The project's operating period is 50 years, from the date the Hai Duong Provincial People's Committee approves the investment policy and simultaneously approves the investor to implement the project.

The Ninh Giang Inland Water Port Project is divided into 2 phases. In phase 1, the following construction items will be constructed: Hydraulic works, logistics area outside the dike, technical infrastructure area, and other items. The construction, completion, and operation of the project outside the dike area is expected in the first quarter of 2027. For phase 2, construction items will be constructed such as: Warehouse area, office area, technical infrastructure area, and other construction items. It is expected that the entire project inside the dike area will be completed and put into operation in the fourth quarter of 2028.

Hai Duong Provincial People's Committee requests investors to implement investment projects in accordance with the prescribed contents. Comply with the laws on investment, land, environment, tax, dykes, natural disaster prevention and control, waterway traffic, fire prevention and control and related laws during the implementation of investment projects; be subject to inspection and supervision by competent State agencies.

When the project is completed and put into operation, this will be an inland waterway port serving as a hub for transportation, logistics, and multimodal transport to meet the needs of transportation, loading, storage, and distribution of goods in the region, creating favorable conditions to attract investors to invest in industrial parks and industrial clusters, contributing to the socio-economic development of the locality.

The establishment of Ninh Giang inland waterway port will enhance connectivity and develop the logistics supply chain from Hai Duong province to Hai Phong and Quang Ninh seaports, thereby connecting goods to and from domestic provinces and cities and international import and export.

According to the Hai Duong Province Planning for the period 2021 - 2030, with a vision to 2050, for national inland waterways, waterway infrastructure will be developed in accordance with the Inland Waterway Infrastructure Planning approved by the Prime Minister, including: national inland waterway routes with 2 routes: Quang Ninh - Hai Phong - Viet Tri and Quang Ninh - Ninh Binh; developing inland waterway ports: Kinh Thay - Kinh Mon - Han River port cluster with 30 ports, Thai Binh River port cluster with 4 ports and Luoc River port cluster including Ninh Giang port.

For local inland waterways, develop 6 inland waterways managed by the locality. As for other inland waterway ports, upgrade, renovate and put into management 17 existing inland waterway ports into the national inland waterway system; develop 12 new inland waterway ports on central rivers. For inland waterway wharves and wharf clusters, develop inland waterway wharves on rivers according to port clusters, cargo and passenger wharf clusters suitable to the economic and social development conditions of the locality.

Hau Giang approves urban area investor with capital of over 2,025 billion VND

On October 21, Vice Chairman of Hau Giang Provincial People's Committee Nguyen Van Hoa signed Decision No. 1478/QD-UBND approving the Joint Venture of Dat Mien Tay Investment Joint Stock Company and Foodinco Quy Nhon Joint Stock Company as the investor to implement the Cai Con New Urban Area Project, Nga Bay City.

The project has a total investment capital of nearly 2,025 billion VND, including project implementation costs (excluding compensation, support, resettlement, land use fees, land rent) of nearly 1,359 billion VND; compensation, support, and resettlement costs of nearly 666 billion VND.

Of which, investor's contributed capital is nearly 304 billion VND, mobilized capital is nearly 1,721 billion VND.

The project is completed within 60 months from the date the investor is decided to allocate land or lease land.

Cai Con New Urban Area Project, Nga Bay City has a land use area of ​​approximately 667,090.54 m2, located in Area VII, Nga Bay Ward, Nga Bay City, Hau Giang Province. The investment objective is to synchronously build technical infrastructure and social infrastructure systems according to the approved planning, contributing to promoting local socio-economic development.

Preliminary housing product structure includes: Townhouses with a total construction land area of ​​19,911.72 m2, 190 houses; semi-detached villas with a total construction land area of ​​6,751.73 m2, 29 houses; single-family villas with a total construction land area of ​​11,409.16 m2, 37 houses.

In addition, the project also arranges a social housing land fund with an area of ​​50,803.01 m2 (accounting for 20% of the residential land area). After the investor completes the infrastructure construction, it will be handed over to the state according to regulations.

The remaining residential land plots will be transferred by investors in the form of subdivision and sale of land plots after completing the investment in technical infrastructure works according to the detailed planning approved by competent authorities.

Gia Lai invests more than 440 billion VND to modernize irrigation

The Gia Lai Provincial People's Council has just issued Resolution No. 424/NQ-HDND agreeing on the plan to re-borrow the Government's foreign loans and the source of debt repayment to invest in the Gia Lai Province Climate Change Adaptation Irrigation Modernization Project.

Of which, the loan capital from the Asian Development Bank (ADB) is VND318,031 billion (the Central Government allocates 70% of VND222,62 billion; Gia Lai Provincial People's Committee re-borrows 30% of VND95,409 billion); non-refundable aid capital is VND6,941 billion; counterpart capital from the provincial budget is VND115,064 billion.

The project loan is applied at SOFR interest rate. For the principal debt (VND 95,409 billion), Gia Lai province will pay within 20 years, an average of VND 4.77 billion/year. For the interest and fees (VND 87,45 billion), the province will pay within 25 years.

Every year, Gia Lai province will balance the arrangement of sources for repayment of loan principal, interest, fees and related costs according to regulations. Gia Lai Provincial People's Committee is responsible for reviewing the outstanding loan balance of the local budget at the time of re-borrowing request, not exceeding the outstanding loan limit of the local budget, according to the provisions of the law on state budget; ensuring accuracy of data in the loan use plan, re-borrowing plan and loan repayment when negotiating the agreement.

Proposal to invest 9,863 billion VND to improve the environment of Tau Hu - Ben Nghe canal basin

The Management Board of Ho Chi Minh City Transport Construction Investment Project (TCIP) has just sent a document to the Department of Planning and Investment proposing investment in the Tau Hu - Ben Nghe - Doi - Te Canal Basin Environment Improvement Project (Phase 3).

According to TCIP's proposal, the project will build 3 main items including: a wastewater drainage system for the South Saigon basin with an area of ​​4,742 hectares; construction of sewers in the southern area of ​​District 8 to reduce flooding; and construction of a wastewater treatment plant in Phuoc Kieng commune, Nha Be district, with an area of ​​about 20 hectares and a treatment capacity of 100,000 m3 /day.

The preliminary total investment of the Project is 9,863 billion VND, of which 8,509 billion VND (accounting for 86.3% of the total investment) is proposed to be borrowed from Japan's ODA capital; the remaining 1,354 billion VND (accounting for 13.7% of the total investment) is from the counterpart capital of the Ho Chi Minh City budget.

The Project implementation period is expected from 2027 to 2032.

After completion, the Project will solve the flooding problem and environmental sanitation problem for the low-lying areas of the City and neighboring areas in the Tau Hu - Ben Nghe - Doi - Te canal basin and the South Saigon area.

At that time, millions of people living in the southern area of ​​Ho Chi Minh City will not have to live with flooding every time it rains and the stench coming from Tau Hu - Ben Nghe - Doi - Te canals.

Furthermore, the investment in phase 3 will synchronously connect the drainage, wastewater collection and treatment system that was invested in phase 2 for the southern area of ​​the city (District 7, District 8 and Nha Be district).

Proposal for Central Government to support 2,619 billion VND to invest in Ho Chi Minh City - Tien Giang traffic axis

The Ho Chi Minh City Department of Transport has just sent document No. 13690/SGTVT-KH to the Ministry of Transport for comments on the investment plan for the Ho Chi Minh City - Long An - Tien Giang urban traffic axis (National Highway 50 B).

After research, the traffic management agency of Ho Chi Minh City said that National Highway 50B is currently shown in the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, with a planned cross-section of 40 m.

However, the Project has not been shown in the Ho Chi Minh City Transport Development Plan and related zoning plans in Nha Be and Binh Chanh districts.

Therefore, after the Prime Minister approves the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, the City will update it into related planning.

Regarding the project's investment capital, the Ho Chi Minh City People's Committee has developed a medium-term public investment plan for the 2026-2030 period and reported to the City People's Council, in which it proposed that the Central Government support 50% (VND 2,619 billion/total estimated investment of VND 5,238 billion) for the section passing through the City.

Therefore, the HCM City Department of Transport proposed that the Ministry of Transport study and propose support from the central budget to invest in the section passing through the city.

Regarding the investment plan, in the draft investment plan of the Project, the Ministry of Transport proposed that the Prime Minister assign localities to study the detailed investment plan and implement investment in the sections going around the area, but has not proposed a specific investment plan.

Therefore, the Ho Chi Minh City Department of Transport recommends that the Ministry of Transport propose a specific investment plan for the entire route to ensure consistency during investment and operation.

The urban traffic axis of Ho Chi Minh City – Long An – Tien Giang (National Highway 50B) has a total length of 55 km. Of which, the section passing through Ho Chi Minh City is 5.8 km long; the section passing through Long An is 35.6 km long; the section passing through Tien Giang is 14 km long.

The preliminary total investment for the entire route is 25,203 billion VND, currently the investment capital source has been identified at 7,837 billion VND, and the remaining 17,365 billion VND is currently being balanced from many different capital sources.

This is a traffic axis connecting Ho Chi Minh City and the Mekong Delta region, playing an important role in enhancing inter-regional traffic connections, reducing the load on National Highway 50, and promoting the development of urban areas and industrial parks and clusters along the route.

At the same time, it solves the circulation of goods, reduces logistics costs, and contributes to the socio-economic development of Ho Chi Minh City and the Mekong Delta. Therefore, investing in this route is very necessary.

Hai Duong prepares to invest in 28 public investment projects with capital of more than 8,000 billion VND

According to the report of the Management Board of Construction Investment Projects of Hai Duong province, 28 public investment projects of Hai Duong province are preparing for investment with a total investment of 8,012.66 billion VND. Of the 28 projects, 7 projects are being submitted for appraisal and 21 projects are organizing the selection of consulting contractors, surveying to prepare feasibility study reports, economic-technical reports, and detailed planning.

Among the 7 projects under appraisal, there is 1 project in the transport sector, which is to renovate and upgrade provincial road 393, from km10+180 to km20+050 (from Ba Da culvert to Tu O bridge). The total investment of the project is 176 billion VND. The Department of Transport is appraising the Feasibility Study Report of this project.

There are 6 remaining construction and technical infrastructure projects. Including the projects: Conservation of the Con Son - Kiep Bac historical and cultural relic site associated with tourism development (100 billion VND); Restoration and construction of infrastructure of Kiep Bac temple, Hung Dao commune, Chi Linh city, ceremony yard, parking lot, boat dock and Thuong river market (98 billion VND); renovation of Hai Duong province's Nursing Center for Meritorious People (50 billion VND); construction and renovation of 3 provincial hospitals (Lung Hospital, Chi Linh Leprosy Hospital, Tropical Diseases Hospital) with an investment capital of more than 86 billion VND; construction of pediatrics, surgery, reproductive health care and obstetrics, internal medicine and technical infrastructure + support of Binh Giang district medical center (95 billion VND); construction of new classrooms, administrative buildings; renovation of old classrooms of Binh Giang High School, Binh Giang district (67 billion VND).

Currently, these projects have completed and are completing the Feasibility Study Report.

For 21 projects that are organizing contractor selection, survey, feasibility study report, economic-technical report, detailed planning, there are 6 projects in the field of transportation, 15 projects in construction and technical infrastructure.

Among the 6 traffic projects currently organizing the selection of consulting contractors, surveying to prepare feasibility study reports, economic-technical reports, and making detailed plans, there are: Investment in the construction of Hai Duong City Ring Road 1, section from 62m road (Vo Nguyen Giap Avenue) to Dai An Industrial Park expansion (436.3 billion VND). Construction of traffic route connecting National Highway 17B with Dinh Bridge, Kinh Mon town (248 billion VND).

Bypass of National Highway 37 through Gia Loc town (section connecting Thong Nhat Bridge/National Highway 37 with Hai Duong City Ring Road 1) (682.373 billion VND). Investment project to build a road connecting National Highway 17B (Hai Duong province) with Provincial Road 352 (Hai Phong city) from National Highway 17B to Kinh Thay River dyke, Kinh Mon town (786.086 billion VND). Construction of some feeder roads north of National Highway 5 in Kim Thanh district, Hai Duong province (400 billion VND). The remaining 15 construction and technical infrastructure projects are organizing the selection of consulting contractors, surveying to prepare feasibility study reports, economic-technical reports, and detailed planning. These are the projects: Construction of a new Con Son Forest Ranger Station - Chi Linh City Forest Ranger Department under the Hai Duong Forest Ranger Sub-Department (4.8 billion VND). Investment in the construction of the Hai Duong Provincial Concentrated Administrative Area (795.28 billion VND). Construction and upgrading of 6 district-level medical centers in Hai Duong province (297.72 billion VND).

Project to build and renovate 11 high schools in Hai Duong province (242.7 billion VND). Construction and upgrading of wastewater treatment systems for psychiatric hospitals and 4 district-level medical centers (Chi Linh, Kinh Mon, Kim Thanh, Thanh Ha) (54 billion VND). Construction of new buildings: emergency, technical and paraclinical; technical, paraclinical and inpatient; examination, administration, technical and inpatient, Provincial General Hospital (736.8 billion VND)

Construction of the Forest Management Board headquarters (17.2 billion VND). In 2024, Hai Duong's total public investment capital will be more than VND 8,300 billion, VND 1,457.9 billion higher than the plan assigned by the Prime Minister and nearly VND 650 billion higher than in 2023. Provincial capital will manage investment in 71 projects, traffic, health, education works, etc. to gradually complete socio-economic infrastructure, serving development goals.

Binh Duong: Bach Dang 2 Bridge with a capital of 490 billion VND is open to traffic but not completed yet

On October 22, at the press conference on the socio-economic situation in the first 9 months, Mr. Tran Viet Hung, Director of the Project Management Board (Project Management Board) of Binh Duong province's traffic construction investment, informed about the Bach Dang 2 Bridge project (connecting Binh Duong and Dong Nai).

Project Management Board 7 closely coordinates with the Vietnam Road Administration and BVEC in implementing the project's shortcomings; urgently reviews the contents related to the project's final settlement and completes the necessary procedures for settlement of the remaining volume (if any) according to regulations.

The Ministry of Transport requires BVEC to be responsible for fully implementing its rights and obligations according to the project contract, closely coordinating with the Vietnam Road Administration and relevant agencies during the settlement process.

According to the contract between the Vietnam Road Administration and BVEC signed in 2009, the total toll collection period for the BOT project to expand National Highway 51 is 20.66 years, of which the toll collection period to recover capital is about 16.66 years (from August 3, 2012 to March 27, 2029); the toll collection period to generate profit is 4 years (from March 28, 2029 to March 28, 2033).

By the end of February 2017, the project's capital recovery fee collection period was adjusted to 20 years, 6 months and 11 days, that is, from July 1, 2009 to January 12, 2030, and 4 years of profit-generating fee collection.

At the end of 2018, due to some changes related to input factors and recommendations from the State Audit, the Vietnam Road Administration recalculated the time to collect tolls to generate profit and reduced the time to generate profit from 4 years to 9 months.

To avoid BVEC from collecting tolls beyond the time limit, on January 9, 2023, the Vietnam Road Administration issued Document No. 137/CVietnam Road Administration to temporarily suspend toll collection at toll stations under the BOT Project to invest in expanding National Highway 51 from 7:00 a.m. on January 13, 2023 while negotiations between the two parties have not yet ended.

After the project temporarily suspended the toll collection, the Vietnam Road Administration has issued a written termination of the contract ahead of time for the management and maintenance of the project and the report to establish the ownership of the entire people but have not been approved by the Ministry of Finance due to insufficient legal basis as prescribed.

It is known that the shortcomings of the project are mainly for conservation of equity of 8.7%/year and the 4 -year profit -making fee has not been agreed upon by the parties.

During the past time, BVEC has continuously sent a written proposal to the Prime Minister and the Ministry of Transport to request the settlement of the project's shortcomings; The People's Committee of Dong Nai Province, the People's Committee of Ba Ria - Vung Tau Province and the funding banks have issued a document to urge the Ministry of Transport to solve it completely.

According to the plan built by the Ho Chi Minh City Transport Committee, out of 9,943 billion dong arranged by investors, it must have a minimum of 1,491 billion dong of equity, accounting for 15% of the total project investment as prescribed in Clause 1, Article 77, the Law on Investment by the method of public -private partnership (PPP Law).

In case of joint venture, each member must meet the requirements corresponding to the owner's capital contribution according to the joint venture agreement. If any member of the joint venture is assessed to be inappropriate, the consortium investor is considered to not meet the requirements of equity. The head of the joint venture must have a minimum capital ownership ratio of 30%, each member of the joint venture has a minimum ownership of 15% of the joint venture.

Investors participating in the project investment will enjoy tax incentives, land use levies, land rent and other incentives in accordance with the law on tax, land, investment and other relevant laws.

In particular, in this project, there will be a mechanism to share the increase and decrease of revenue comply with Article 82, PPP Law and Decree No. 28/2021/ND-CP of the Government. In particular, the expected capital used to pay the revenue reduction from the central budget backup source.

After the project is completed, the investor will be collected with the expected period of 16 years and 9 months, with an estimated starting price of about 2,100 VND/km for group 1 vehicles.
