Scarcity of construction stone and sand for filling traffic works

Currently, the scarcity of construction stone and sand for filling has greatly affected the construction progress, leading to an increase in the prices of these two materials, causing difficulties for contractors when the actual price is higher than the initial estimated price.

Currently, construction stone sources for projects in the province are all imported from neighboring provinces.

High price

A construction company in the field of transportation and infrastructure construction shared that the shortage of sand for filling and construction stone has been happening for over a year now.

The reason is that currently many key projects are under construction in provinces and cities - especially highways, so the demand for sand and construction stone is very large.

This company added that the source of sand for construction of traffic projects is mainly from the Western provinces due to its low cost. Although there are sand mines at Dau Tieng Lake, the volume is not much, and the cost is higher than the price of sand mined in the West.

Regarding construction stone, in the past, there was Loc Trung quarry in the province, but in the past 2 years, when Loc Trung quarry closed, the source of construction stone for projects in the province was mainly taken from neighboring provinces such as Binh Phuoc, Vung Tau, Dong Nai... These quarries are also supplying key projects in other provinces and cities, so the cost is higher than the estimated price when participating in the bidding.

This scarcity has caused many difficulties for contractors. Some projects under construction have had to be temporarily suspended for several days to wait for sand and construction stone.

The source of land for leveling in the province ensures to serve the needs of key projects in the province.

Ensure material sources for provincial projects

According to Mr. Nguyen Dinh Xuan - Director of the Department of Agriculture and Environment, in recent times, the province has promoted the management and exploitation of minerals to effectively serve key projects such as the Ho Chi Minh City - Moc Bai expressway, belt roads, industrial parks and new urban areas.

The province has granted 34 mining licenses, specifically identifying mining areas with reasonable reserves, ensuring stable supply for increasing construction needs.

The total existing mineral reserves of the province are up to hundreds of millions of cubic meters, of which 276 million cubic meters of landfill and nearly 50 million cubic meters of construction stone stand out.

The province has planned 9 landfill sites with a total area of nearly 380 hectares, serving the development goal until 2030. It is forecasted that during this period, the demand for construction materials will continue to increase sharply, but the supply will still basically meet the demand.

The province pays special attention to harmonious development between the economy and the environment, requiring enterprises to fully perform their obligations to renovate and restore the environment after exploitation; at the same time, it encourages the application of friendly exploitation technology and smart monitoring systems according to the provisions of the Law on Geology and Minerals in 2024.

With synchronous and drastic measures, the province is gradually building a sustainable and effective mineral exploitation industry, contributing to the protection of natural resources and serving the goal of long-term socio-economic development.

The source of sand for filling exploited from Dau Tieng Lake has good quality but the price is high compared to sand for filling exploited in the Western region, so contractors do not favor it.

As of March 2025, the province has a total of 34 valid licenses for mining common construction materials, including: 14 construction sand licenses with a total licensed reserve of about 7.9 million cubic meters, an average annual exploitation capacity of 465,100 m3 /year, and a remaining reserve of about 6.6 million cubic meters; 20 landfill material licenses with a total licensed reserve of about 6.3 million cubic meters, an average exploitation capacity of about 1.2 million m3 /year, and a remaining reserve of 3.5 million cubic meters.

According to Mr. Nguyen Dinh Xuan, in 2025, the demand for common construction materials in the province includes 2 million cubic meters of construction stone of all kinds; about 1.7 million cubic meters of construction sand from rivers and lakes; 1.5 million cubic meters of clay for making bricks and tiles; and 20 million cubic meters of filling materials.

In which, the demand for construction materials for key projects such as construction stones of all kinds: 1 million cubic meters; construction sand from rivers, rivers and lakes: 800 thousand cubic meters; filling materials: 8 million cubic meters.

Mr. Nguyen Dinh Xuan commented that in general, the supply of construction sand is capable of meeting current demand, but the supply of filling materials may have difficulty meeting the large demand, especially from key projects.

Most traffic construction contractors believe that it is undeniable that the sand source exploited at Dau Tieng Lake is of better quality than the sand source exploited in the Western region, but the difficulty is that the price is higher, so contractors find it difficult to use it for projects because of the high price.
