According to the Ministry of Finance , this is a task arising in 2025, so according to regulations, the additional resources to implement the policy are under the authority of the National Assembly.

The draft Circular amending and supplementing a number of articles of Circular 07/2025 is also being consulted. The Ministry of Finance proposes that public service units that are self-sufficient in regular expenditures and do not have enough funds to resolve policies and regimes for civil servants and employees who retire or leave their jobs early due to reorganization will be allowed to use funds and sources of funds for salary reform; other legal sources of revenue to implement.
