Accordingly, the Chairman of the Provincial People's Committee requested units to focus on rectifying discipline and administrative order, enhancing the sense of responsibility, proactively and thoroughly handling the reflections and recommendations under their authority. The goal is to promptly remove difficulties and obstacles for enterprises; improve the quality of public administration and management; and at the same time significantly improve the investment and business environment in the area towards openness, transparency, sustainability and environmental friendliness.
The Chairman of the Provincial People's Committee directed provincial departments, branches, sectors, socio -political organizations; People's Committees of districts and cities to rectify discipline, strengthen responsibility, overcome limitations, and create an investment and business environment.
The document also clearly states the requirement to tighten public service discipline, correct the spirit and attitude of serving the people and businesses of the staff, civil servants and public employees. Violations, lack of responsibility or causing harassment and trouble for businesses will be reviewed and strictly handled according to regulations. The Chairman of the Provincial People's Committee emphasized the need to end the situation where businesses have to pay unofficial fees in the process of implementing administrative procedures and activities related to state agencies.
At the same time, units need to proactively review, establish and effectively operate a hotline system to receive and handle feedback and recommendations from people and organizations in accordance with the provisions of Decree No. 20/2008/ND-CP of the Government . Along with that, step up propaganda and guidance for businesses and people to use the hotline as an effective tool to denounce negative behavior, especially in cases of being made difficult or suggested unofficial costs.
Regarding administrative reform, the Chairman of the Provincial People's Committee requested to strictly implement the Government's direction in Resolution No. 66/NQ-CP dated March 26, 2025 on cutting and simplifying procedures related to production and business activities in the period of 2025-2026, contributing to facilitating business development.
At the same time, agencies and units continue to effectively implement solutions to improve the business environment and enhance provincial competitiveness according to Plan No. 167/KH-UBND dated July 26, 2024 of the Provincial People's Committee Chairman and related directives.
Propaganda work is also required to be promoted in many forms, aiming to raise awareness among businesses about their rights, obligations and responsibilities to comply with the law, as well as proactively protect themselves from negative behaviors. At the same time, reorient the role of state agencies from purely administrative management to serving and creating development. The Provincial People's Committee calls on the business community not to take advantage of policies, not to corrupt officials and resolutely refuse to pay unofficial costs in any activities related to administrative agencies.
